I would dispute this, especially if you use an app like OneDrive where there is 
a document scan mode you get extremely good scans, but of course it depends on 
your ability as a blind person to take a good picture. I don't want to sound 
condescending, but it really takes "ability" and of course practice and best is 
practice with a sighted person watching until you have the feel for how high to 
hold the camera and so on.
The same applies to depositing cheques via the bank app, it took me a few tries 
with sighted help, but now I can typically do it perfectly all the time and 
with just one try for taking a picture of the front and back of the cheque. 
Maybe it's 20 years of woodworking, but I have an extremely good sense of 
distance, a very steady hand and a good sense of orientation as well which 
comes in handy with respect to holding the iPhone level. Last week I was 
joining two 10-foot cedar boards  together for making a raised garden/flower 
box. I have a tool called a Domino Joiner which cuts a square hole into the 
boards and once set up it references off the top of the board so they line up 
perfectly. You then stick a hardwood domino into the hole and it goes half way 
into the one board and half way into the other once again this is to line them 
up and give lateral stability for when you glue to the boards together. The 
tool does have some tabs where you can reference against the edge of the board 
when you start, but over the 10-foot length I wanted to put a domino every 2 
feet so we layed the boards out the way the would be glued and touching each 
other, then my wife made a pencil mark on each board in exactly the same spot. 
This mark then needs to get lined up with a line on the tool because if you 
don't cut the hole exactly in the same place on each board it will or course 
not fit and by exact I mean it has to be less than a sixteenth of an inch. 
After we marked the boards I joking told my wife that I would put the tool in 
the right spot on the line just by feel and while right in the middle of the 
10-foot board I was maybe an inch out, I often was less than half an inch away 
from the line. Still of course not good enough for the work, but it's just an 
example about how closely I can judge distance.

scanner and some program for doing the ocr. Kurzweil 1000 and openbook are 
somewhat pricy but do an excellent job. Serotek (or whatever they call 
themselves now) sell docuscan for a couple hundred dollars and would, I think 
meet your needs. JAWS itself has convenient OCR which renders excellent results 
but doesn't export very well.
Handytech--who's name, I think, has changed--sells Iread for much less than 
either k1000 or openbook and would also meet your needs.

Couldn't you use the Be My Eyes app first to get a sighted helper and make sure 
you have all the documents properly oriented, then scan/photograph them.
You could also use Aira, if it is only a couple of pages the free 5 minute call 
will probably be enough and they will take the picture for you and tell you how 
to hold your phone and then you can access it in the app or they can I think 
email it to you.
