You can even put speech rate in the rotor as well so you can change voice 
rates at will too.

Hi all, I also see this when I switch from Samantha to Alex, I think when
you switch to another voice, the rate is set at 50, wich is about twice
as fast as most people want it!

Hi Anne,
 It may be the fact that the second language that you are using is more 
sensative. I have played with different languages and have found that the 
Spanish language as a second languageis more sensitive compared to the other 
Irish and Australian voices to where I have to set the Spanish speech to 50% 
under settings, general, accessibility, voiceover, speech, Spanish more info   
to be the equivalent of the United States English default voice.

Yes, it always happens to me, I usually, switch between US-English and Hindi 
and it happens in both cases.

It is in fact a bug. I have exactly the same problem when switching from 
English to French and we are far from alone in having this problem. I had hoped 
it would be resolved in iOS8.2 but it isn’t

No it is not a bug, you've got your rotor sent to the speech rate and when your 
finger touches the screen you're swiping up and down which changes the speed.

the second language, the one that is different from the current language of the 
iPhone? Such an inconsistency seems like a bug to me.

It is in fact a bug. I have exactly the same problem when switching from 
English to French and we are far from alone in having this problem. I had hoped 
it would be resolved in iOS8.2 but it isn’t

how come the speech rate gets effected by changing the language alone?
