If a message is not deleting, turn your iOS device off and then on again. When 
you open mail, the deleted message should be gone. It just means your memory 
pointers are getting cluttered.

No.  It is up to you to remember to do that from time to time.
I clear the app switcher at the end of most days, just to keep it from
becoming too cluttered.
I've not had performance issues since I have done that.  I started being
very intentional  about clearing it out often about 8 months ago.  It takes
so little time, I wouldn't want an app taking resources to tell me to clear
the app switcher.
