For the most part, I don't have a problem with IOS 8.1 on my 4S other than those bugs reported across all devices. The only real time I see a performance issue is when I pull up complex emails, such as groups I'm subscribed to through LinkedIn. That being said, I'd recommend waiting a bit longer for IOS 8.1.1. This is supposed to specifically address some issues with older devices and hopefully we'll see some fixes to these VoiceOver bugs all iPhone users are running into. I'm not sure what you're saying below, but if you're saying someone shouldn't upgrade their iPhone 4S to IOS 8 then I would say that depends. There are new features in IOS 8 that are supported on the 4S that someone may want to take advantage of. Rolling about is a good term, I just found the undeclaird button state in settings; they usually say on or off if it's a toggle, but it didn't. I was setting 12/24 hours, had to check the status line for the time to see if it worked or not.
