hi I tried all the above steps and nothing so before going any further than I 
decided just for fun to delete and reinstall the app and everything seems to be 
Ok.

Holding down home and power does a hard reboot, very rarely necessary. Just 
turning the phone off and on again usually does the trick, I only use the hard 
reboot if the phone completely crashes or hangs on something.
Anyhow, if you have done a hard reset and that didn't fix it, how about turning 
off WiFi? This is almost certainly a network/connectivity problem on your end 
since nobody else has reported problems with Messenger. If their service was 
done for a larger segment of the population anywhere in the world you can be 
sure you would hear about tit.
How about apps like the app store, emails and so on, maybe if you have Apple 
Music or Spotify can you stream music?

Have you closed all apps in the app switcher and rebooted your phone? How about 
rebooting your router or turn WiFi off to see if it connects, if it does I'd 
reboot the router.
