When you visit a site and enter a new password, it will ask you if you want to save it with iCloud Keychain. When you say yes, the next time you log into that site, Voiceover will ask you if you want to use the password you entered. Use Face ID or Touch ID to log in with that password. It's the built-in password manager in iOS, if you log into a website you will get asked if you want to save the password and if you say yes it will be saved to the iOS Keychain.
