Weather Gods delivers a 24 hour now cast notification when the user
travels at least 10 miles or 15 kilometers. The follow me setting
needs to be enabled.
The distance limit was a nod to those in big cities who were getting
notifications on a daily commute, even though they had not left their
city.

The app has a Norwegian translation created by a VoiceOver end user in Norway.

Is the app compatible for European regions? For 2 years now I downloaded the 
app but I could not get any accurate weather info for Belgium or Germany.

I might try and answer your question.  You have set the work place as a 
favourite, that part seems to be fine.  Did you set up notifications for your 
newly added favourite place as well?  If you do that, you should receive 
updates for your home and workplace as well.  I have a few places set up like 
that, where my son travels to on a regular basis, and I receive the forecasts 
and notifications for those places.  Hope this might solve your problem.
