to perform a  Restart or Reboot on Apple's iOS.

I did discover one work-around: pressing the side and volume down buttons while 
the screen is locked will not turn down voiceover's volume and will reboot the 
phone.

Have you talked with Apple about this?
Do you have Sounds set to change with buttons?

I don't have access to an iPhone 7 to test.

For most purposes, a power off and power on will accomplish what you need.  I'm 
not exactly sure what a reboot does that a shut down and restart doesn't.

I know how to reboot the phone. Before, however, holding down the volume button 
did not decrease VoiceOver's volume; it had to be pressed repeatedly to do 
that. If I reboot the phone, my volume will be all the way down, so I will not 
know when it is restarted.

as that will lower your volume.

I'm assuming you're using an iPhone 8 or later. You can bring up the screen 
where you turn off the phone by tapping and releasing Volume Up, then tapping 
and releasing Volume Down, then holding the side button for a few seconds. If 
you do these same gestures but hold the side button for 10 seconds, the phone 
resets.
