That's correct. That only works specifically with the music app.

That's a great question tom.  I rarely use radio apps as I'm strange in that I 
prefer to listen to my own music collection.  I have maybe 80 CDs that I've 
collected over the years that I like all the songs or almost all the songs on 
the disc so it was easy to rip them to mp3 and protect my collection.  I want 
to say that the settings you make in music would apply but I'd be taking a 
guess.  I haven't noticed any differences so off the top of my head I'd say 
that the changes would be across the board for music playback.  Check it 
yourself and let me know what you find.  I'd be interested in hearing your 
experiences.

I've played with the EQ settings  have noticed no difference when listening to 
radio apps, at bat, downcast, etc. If they work, I've certainly noticed no 
difference whilst changing them.
