If you find you bring up the shortcut menu too often you can always try and 
adjust your 3D Touch sensitivity in Accessibility settings.

It does take time to get used to how it works. I’m still playing with it. What 
you get to work, if that’s fine. But most of the time, you will get the change 
shortcut menu instead of get the app to open. I found a few hold gently if you 
do a very light tap and hold very gently so it does not open it will begin to 
edit it’s a tough one to learn.

please report this bug to Apple, it seems to be a user dependend bug, I know 
Belgians as well that cannot perform this action and they are advanced iphone 
userd, while others have no problem with that.

Marcia,

I was having the same problem you described on my iPhone 7 running iOS 10.3.3 
while cleaning off 32-bit apps getting ready for the upgrade. I noticed I kept 
getting a shortcut menu for the app with focus instead of the move/edit action 
starting. As someone else has answered, making sure I used a lighter touch on 
the hold portion of the gesture fixed the problem. I was accidentally invoking 
3D touch. I assume iOS 11 will enter into edit mode following the single finger 
double tap and hold if you make sure the hold isn't pressed too firmly to 
invoke 3D touch.

Hi Marcia,

Just a little thing, but first of all, do you use a screen protector or a case 
like the Otterbox Defender which covers the screen? Secondly, have you cleaned 
your screen lately? I know all sorts of weird things can happen when the screen 
gets dirty.

Re: IOS11 and moving apps not working

Hi Marcia. I've never had an issue making the double-tap and hold gesture.
Simply tap twice but keep your finger down after the second contact until
you hear a short sound and the device say "started editing" After that,
life your finger and proceed to use the rotor and Voiceover gestures to
drag and drop apps. In the accessibility settings, you can change the time
during which two taps will be treeted as a double-tap. Perhaps, that would
be helpful if you have consistant trouble double-tapping. If that works
fine for you other than with entering edit mode, I wouldn't recommend
changing the acceptable speed of double-tapping though. The trick is not to
raise your finger after the second tap.
