$600 to start, then it gets more expensive from there depending on your ram, 
processor, and hard drive choices. If you have an iOS device, download the free 
Apple Store app, I find it the easiest way to browse the different Macs and see 
their specs. You can do the same on the website, of course, but the app feels 
simpler and less cluttered to me.

I just got a headless device so that in the event I get a Mac Mini then I won't 
have the problem with no screen. You might want to join the Macvisionary List

screen you have down by your keyboard.
also,  you can, by two different means, put Windows on it. someone else can 
describe dual boot/boot camp,  and VM installations.

How expensive the peripherals are is entirely up to you, though. My monitor is 
just an old one we had sitting around, and I've seen monitors well below $100 
if you have to buy one new. A keyboard is as low as $12 from Wal-Mart or 
similar locations, and you don't need a trackpad at all. They're nice, and run 
about $60 if you want one. The official Apple wireless keyboard is also $60, so 
you could spend $800 total on the low-end Mini (assuming an eighty-dollar 
monitor and no speakers), but you could also get away with $650, conceivably. 
All that said, I would still prefer the Macbook over the Mini, though that 
depends on your use case I suppose.

Exactly. You need the keyboard, monitor, speakers (unless you really want to 
use the built-in one), mouse or trackpad, microphone, webcam, and anything

One thing I forgot to say is that the Mini is the least expensive Mac you can 
find, at least new. Minis start at $600, whereas the cheapest Macbook starts at 
$900, and iMacs are $1099, I think. That said, if it's your primary computer, I 
can't recommend a Macbook highly enough. They are so small and light that 
they're easy to take anywhere, and nothing beats having your entire computer 
with you when you need it.

connected to all necessary peripherals. If you're after an all-in-one solution, 
a Macbook might be better for you. The iMac is also an option; it has the tower 
and screen in one unit (though it is not a touch screen). No Mac currently 
offers a touch screen, only iOS devices do that. For the blind especially, 
though, a trackpad is just as good, since it lets you feel around the screen 
and perform familiar VO gestures to navigate and perform other actions.
