I have a bug in which the touch tones do not always sound off.

I have also seen this bug. However since the tones that people here when they 
press a button on the keypad are simply sounds that the iPhone place, this does 
not affect the actual tone that goes out to the caller or to the calling 
system. So even though you may not hear them, they are still being sent out.

That is the same for me, sometimes I dial an entire 10-digit number without
hearing a single tone, but it still works anyways so it's not a big deal.

Hello Jen,
Yes, I did experience this on my iPhone5s yesterday after making a few
calls and also after leaving a message for someone and pressing the
associated sequence of keys to review and send it. My solution for
getting the tones back was to quit the phone app in the switcher and
relaunch it again. Once I did so, I got the sounds back.

I have also experienced this problem as well.  It really isn't a big issue for 
me though.  Any system that requires tones still seems to recognize them.  I'd 
rather have this problem than the sticky key problem.

Yes,, this was like this in both iOS 8.1 Betas and for me also is still the 
case in the final release. It’s random and as somebody pointed out, even if you 
don’t hear the tones, if you dial them as in when you have to enter an 
accountnumber or credit card number they apparently are still being registered 
by the remote system. As somebody said, better than the tones sticking and not 
a big deal, but rebooting only helps temporarily if any.
