it uses the same cable as other iphones. I have an iPhone 8 and yesterday upgraded to the SE 3rd gen. and it uses the same charging cable. As Ben pointed out, the SE and in fact all iPhones since the iPhone 5 in 2012 have a Lightning port. As for a powerbank you can use any power bank you want, most have 1 or 2 regular USB-A ports like you find on a computer and your USB to Lightning Cable plugs into that. If your friend has a USB-C to Lightning cable then possibly he is trying to plug the USB-C plug into the iPhone. It feels quite similar to a Lightning port, but it definitely won't fit. Both Lightning and USB-C can be plugged in either way, i.e. there is no right and wrong way. All of the SE phones have Lightning ports, so you're correct in saying that the cable required is USB to Lightning.
