Have you tried these steps?

 
1. Open Safari
2. Choose Safari->Preferences
3. Choose "Passwords"
4. Uncheck "AutoFill user names and passwords"
5. Choose "AutoFill"
6. Uncheck all items
7. Close Preferences
8. Close Safari
9. Reboot
10. Open System Preferences
11. Choose iCloud
12. Select "Sign Out"

1.   Console log message corresponding to my attempt to uncheck Keychain from 
the iCloud account was:
29/09/2015 4:38:55.637 pm com.apple.preferences.icloud.remoteservice[1816]:  
SOSCCThisDeviceIsInCircle SOSCCThisDeviceIsInCircle!! 8

2.   Linc Davis (Apple Support Discussions) was working through a similar 
problem in Nov 2013 but the thread 
(discussions.apple.com/message/23816605#23816605) appeared to be hijacked 
before a final solution was found.  The hijacker and others proposed trashing 
the ~/Library/Preferences/com.apple.icloud.fmfd plist file.   I tried this on 
my iMac, but with no benefit.  At least the fmfd plist file was re-created!

3.   The sign-out/Keychain problem still exists!

Ok Alan,

Try this:
Move contents in ~/Library/Keychains/ to some backup location (WARNING: this 
will remove your passwords from the Keychain, hence the backup)
Remove contents of ~/Library/Caches; reboot; empty trash again (since some 
items can't be deleted before a reboot)
Uncheck the Keychain item in the iCloud system preferences.
 
This solution was provided by Apple Support so it bares the least risk.
 
You might notice however that many Safari extensions disappear, so I'd 
recommend making a list of them prior to proceeding with the above steps.

Hi Ronni

No difference after trying the Safari steps.

I had not previously tried the Safari sequences.  AutoFill user names and 
passwords was unchecked (normal); all the AutoFill items are also unchecked.  
(I use 1Password for website logins.)   I toggled AutoFill user names and 
passwords with the hope it might trigger some refresh signal, but I did not 
toggle all the AutoFill items.  After Reboot I attempted to Sign Out of iCloud, 
but still got the alert message about “account couldn’t be removed”.  Noted 
that Keychain was still checked in the iCloud list.

Generally speaking, it is safe to delete anything in any “Cache” folder managed 
by OS X.  In your case, the User level (~/Library/Caches/).

To minimize risk, however, make sure you quit all applications  before trashing 
the ~/Library/Caches folder and then reboot immediately afterwards.

I would NOT recommend you do this often though, it is normally not required.
I've only suggested it as a possible solution for the problems you are 
experiencing.

Startup Sound

Many years ago I installed Startup Sound on my computer. It used to do a superb 
job preventing the (to me) annoying boing sound that my laptop makes on 
starting up, but it does not work with 10.10.5. I no longer have the program 
that was used to install it, and so cannot comply with the program writer’s 
instructions on how to uninstall. The program does not show up when I do a 
Spotlight search, but is listed in the Systems Preferences pane. Does anyone 
have any suggestions?

Hi Ronni,

Success!  Thank you.

At the end of the process there was a flood of alert messages prompting for 
login passwords which was distracting.  When I got to Apple - System Prefs - 
iCloud, the only option was to sign out, and the scroll box for the list of 
features was inoperable (faint).  I assume the Keychain checkbox had cleared, 
but I certainly accepted the option to sign out!  

I am gradually entering new keychain login data manually (beginning with Mail) 
and testing Apps.

I was hoping a few other little unstandard OS X quirks would right themselves, 
but alas!  Will pursue these later.

Does the app appear in Apple > System Preferences (usually bottom row)?  If so, 
have you tried a right mouse click on the app.  This usually display options, 
including delete.
