It might also work like the Kindle, you may need to have an iTunes account based in the US, linked to a US credit card. So you may get an iPad but won't be able to buy any apps. Steve Jobs made it clear in his Keynote launching the iPad that it is NOT LOCKED to any carrier... ATT do have the bets data plan in the US and are apparently the only ones using MicroSIMs at this stage there.
