Yes, the "My Templates" folder is only created when you save a custom template.

If you don't have a "My Templates" Then you haven't saved any templates in the 
default location. 
They are stored in the same location as in Lion & Mountain Lion

Did you look in the "Home" ~Library > Application Support > iWork folder?

Further to Ronni's reply, when you are saving a document as a template, Pages 
should be automatically selecting the correct location for you. Normally, you 
should only be concerned about the location of your template file if you 
consciously want to change it. Bear in mind that if you do change the save 
location, your template will not show up in "My Templates" when you first 
launch Pages.
