I've been reading the various posts debating whether TAGS was set in the 1960s 
or the 1930s.  I think the answer, really, is BOTH.  It was chronologically set 
in the 1960s, yes.  When you see the fashions, the cars, etc., you can see that 
the show was made and set in the sixties.  However, the mood of the show, the 
tone, the attitude--whatever you want to call it--seems to be from an earlier 
time.  The slower pace and the emphasis on a simpler time and a less 
complicated way of life reflect an earlier time period, such as the thirties.  
So I don't think there's an either-or answer to this question, but rather a 
both-and answer.  TAGS was literally set in the 1960s but was figuratively set 
in the 1930s or thereabouts.  At least, that's how I see it.

Twilight Zone

 I think Otis had the right idea about living in the Twilight Zone in the 
episode when Barney locked himself in the cell next to his.  Otis came in and 
saw Barney in the cell and couldn't figure out who was in and who was out.  He 
said "I'm out and you're in, or am I in and you're out?  We're living in the 
Twilight Zone".  I think this was the episode titled "Citizen's Arrest".

Live operators were used into the 1980s and my in-laws are still on a party
line in NY state! (They'll probably be the last ones in the country!)

Small towns in the 60s still had party lines and used operators. My small town 
did into the late 60s. We had a two party line but had to pay more. There were 
party lines with more than two party. Not sure when the operator went away. 
Around 1964 or so my Dad finally got tired of the other person listening in on 
our conversations and paid extra and got us a private line.

 In the episode "Man In A Hurry" Malcolm Tucker mentioned that they were 
sending men into outer space.? This had to be in the 60's.? Yet, in Mayberry, 
two women were talking about their feet falling asleep.? They were also using 
an operator and party lines.? That puts it into two time periods or they were 
in the Twilight Zone.

Sorry, but using an operator and party lines does not necessarily place this in 
an earlier era. In Pendleton County, WV, people were still using crank 
telephones and operators as late as 1976, so it is quite possible people were 
still using operators in small towns in the south in the 1960s.

Otis Campbell reference in Sunday School

My Sunday School teacher today put a smile on my face when he mentioned
 TAGS in the lesson and how Otis lets himself into the jail to sleep off
his druken state. He compared this how God lets us into His presence and
how we come out whole again.

Life in the 60"s

In the early 60's when I was a child, out neighbors shared a party line.
One was always complaining that the other was on the phone too long - and
she was. Maybe her feet fell asleep too. When I went to college in the
early 70's - a small private college in my home town - I worked at the
school switchboard that had the wires and plugs that you had to answer the
phone and plug the caller into the the line they were calling. All calls
went through the switchboard. I also had to connect outgoing calls to
Atlanta on a separate 'Atlanta line'.
We also just had 4 or 5 number phone numbers. My grandparents in NC used 2
letters and 4 numbers in theirs. The letters referred to the district they
were in. All this in the 60's. I'm sure the larger towns were more modern
but the smaller towns were
