Two good replies so far, can't help to add a third...

I personally use Nero Burning ROM to convert the MP3
into WAV. Nero is bundled with pretty much every
CD/DVD writer these days, but if you don't have it
then you might as well go with a smaller download such
as those freeware/demo apps mentioned previously.

Get a demo of 'wavelab' it will DEFINITELY do the job... In no way
affiliated to it but I Highly recommend it.

an excellent freeware program (open sourge) is
"Audacity".  It will allow you to convert MP3 to WAV,
WAV to MP3 and you can also edit the file to get get
just a selected part and/or adjust the sound.

You can get it at http://audacity.sourceforge.net.

I'm not connected with it in any way, but have used it
very successsfully.
