(Note:I used to work for the BoM a number of years ago - I DO NOT speak on 
their behalf. These opinions are my own entirely.)
This is getting off topic but.

When I was at the BoM they certainly did talk about WOW (and I even have my 
weather station reporting to it) but I don't recall it going any further. (That 
could have been after I left.)
However there always was a tension between what were considered commercial 
services (and some like the airline forecasts were clearly commercial) and what 
were public interest and therefore freely available.
With the Governments 'efficiency dividends' being on-going, the end result is 
that they may be re-classifying some of their services, especially when there 
are apps around that use the BoM data by 'screen scraping' and other techniques.
My opinion is that the Government should fund the various federal departments 
properly so they can provide basic services (and I consider the 'warnings' that 
were the original problem as a basic service) in a freely accessible way. 
However there is probably a grey area - some of the 'basic' services may come 
as a by-product of the more 'expensive to create' products that would otherwise 
be classified as commercial.

Good pick. Since this is specific to the remote interpretation of the data for 
this specific service, I suggest handling it locally in the template.

I have set the $WL_WINDDIR fields to replace “N/A” with “N”.

Okay. Nailed it, the weird rainfalls and NaN barometer readings that is.

Turns out there's another disbeliever in the "No wind, No direction" camp.

They'll only accept an ordinal direction in the $WL_WINDDIR field. The weewx 
default of - N/A (or tested variants such as na, -, ' ') are not allowed in 
that field and their parser appears to just garble the rest of the entries that 
then follow it, in their displayed sequence - barometer, rain.
So if the wind drops to zero, N/A is sent and chaos reigns - until the wind 
picks up again.

The solution is to add ignore_zero_wind =

Fudge the existing skin, or better yet, create a new minimal skin, adding the 
[[Ordinates]] to it; and then changing the directions stanza by switching the 
N/A to one of the cardinals. So wrong, but also so effective as that only 
affects that one report, not the database.

The encoding won't have anything to do with the values you are seeing. If you 
don't use ascii encoding then you will get deg symbol which Aus Weather network 
won't like.

The values you are seeing are likely to do with the data you have in you 
system. The report is bog standard. You would see the same if you used 
$current.barometer in any template. Perhaps you are using multiple database 
bindings and need to change to use $latest with a data binding?

Okay, finally got around to it.
Add another one to the Aus Weather Network, using your addition. So, a Thank 
You from here as well!

Two things of note.
I added the stanza above to the new Standard skin as you'd described for Steve, 
above. Sometime later I found that the NOAA template menu wasn't being 
generated for that skin.
Backtracking through my additions I found that the culprit was with that 
addition. (The file WL_stickertags.txt.tmpl was being generated just fine) 
Adding 2 extra square brackets [[[WL_stickertags]]] to correct the nesting 
fixed it. No error messages just a silent NOAA menu for that skin (no idea if 
it would affect other skins?) It's repeatable; take them out, it breaks; add 
them back in - it works. Magical!

Also, I notice that in your Responsive skin config you have 'encoding = 
strict_ascii' included above it. I wonder if that's why absurd rainfall figures 
and NaN is showing up at times on the map page - as per the attached image.
I reckon it might be the culprit there as my data (at least the batch that was 
uploaded to AWN over that period) was okay at this end, and it's suspicous that 
Steve's @ Bacchus was showing the same error. I'm assuming he's missing that 
encoding override as well.
I won't know for sure until I swap it out here, but I won't do the swap until I 
catch it in the act ( I'd already set it up to log all the WL*'s in the one 
file, before I came across the above error. I'm going to attempt to nail this 
sucker when it pops up, or at least try!)

Ah yes. Engine is not setting it. However, it would seem that there may be a 
valid reason to do so? I must say I can not 100% understand my ubuntu setup and 
why python does need to be primed, and does not seem to have the system default

As far as I was aware the reason locale.setlocale(locale.LC_ALL) was added to 
engine.py was to merely log the in-use locale during startup since there has 
been an increasing number of locale related issues from users. I was of the 
understanding that locale.setlocale(locale.LC_ALL) does not set anything, 
rather it merely returns the setting for the locale.LC_ALL category. 
user/extensions.py sets locale via locale.setlocale(locale.LC_ALL, '') which 
appears to be the accepted method of setting locale in python.

I was intrigued as niculskin is not that complex and in its index.html.tmpl 
template it just uses plain $current.dateTime (line 39) to display 'Last 
updated'. So it should be respecting the standard date/time formats in 
niculskin/skin.conf (there are no overrides in weewx.conf - unless the user had 
some there before the niculskin install). Still intrigued I fired up a debain 
VM running weewx/simulator and installed niculskin using wee_extension. I don't 
know whether you encountered any runtime errors after install but I had to (1) 
manually install the skins/niculskin/RSS directory and (2) edit 
niculskin/skin.conf and under [niculskinLabels] [[conditions]] I had to change 
extra_1_temp_humidity to extra1_temp_humidity and extra_2_temp_humidity to 
extra2_temp_humidity. None of these should affect date-time formats though.

When run out of the box (with the aforementioned changes and language =  in 
niculskin/skin.conf) the 'Last updated' line in index.html was (sorry VM is not 
publicly accessible):

 Last updated 22/01/17 12:50:00

When I make the following change to /niculskin/skin.conf:

[Units]
[[TimeFormats]]
current = %d %b %Y

I get:

 Last updated 22-Jan-2017 12:40

As it should be. Not that it matters but my locale is coming up AU:

Seems to me that everything is working as it should, I cannot find fault with 
niculskin. Personally I don't like making the change skin = niculskin under 
[StdReport] [[StandardReport]] in weewwx.conf as the [[StandardReport]] will 
tend to lead some people to skins/Standard/skin.conf (rather than 
skins/niculskin/skin.conf) if they want to change something like a date or time 
format but again that is just an ease of use issue and would not change the 
date-time format.

I'll give it some more thought but I am tending to think it is something 
peculiar to your install.

Nico's skin somehow ignoring or overriding weewx.conf.

(1. Cache last record. )
2. For current record observations, if an observation is above a delta from the 
last then change it to None, same as what MinMax does.
3. Cache the current record, updating any spike observation values with values 
from the previous cache record. This allows multiple spike record values to be 
detected.
