[WestNileNet] Education Ordinance
I have scanned through this document briefly. The team that put this document together should be open to suggestions/recommendations amendments. Congradulations to them for their effort. As a policy document, it is a good starting point. a) We need to create a comprehensive policy document that deals with regulating school administration, set performance measurement standards, define acceptable criteria b) Perform job analysis of teachers, duties and responsibilities. Each Elementary or Secondary school teacher should receive a copy. Father Ruffino, Thank you for your quick response to our comments on the Edu. ordinance. I am wondering whether other westnilenet members would also have some comments to make in which case, you could present all of them together may be later in the week. I do appreciate that the ordinance is a wonderful first start. Council needs to consult the population before this becomes policy indeed. As I said in my first response - council is doing exactly what the international donors/countries did / continue to do when they come to Africa - come with a template that was applied in the west and want to impose it in africa. A councillor can not say they have done their part -- it is up to the people to do theirs -- this smacks of arrogance and paternalism; we know best what is for the masses. Their role is to make sure all policies are not only understood by the people who are going to be impacted, but that they are implemented correctly. Each district councilor should take the ordinance and educate their respective voters; get their feedback and make the necessary amendments. We as a stakeholder do have our own suggestions to make and I beleive if we work together we can have a better product that will lead to positive changes in our region.
