1.   How is the arrangement of accommodation in Arua (say for travelers
to Arua)?
2.   How much is the travel fare for this special arrangement?

Ladies and Gentlemen, We invite discussions on this topic. As you are
aware, we are all busy people who are highly committed in our respective
callings. The Foundation as you have seen from the message from your
leadership has great ideas which it must start implementing. For things
to move forward, we need an administrator/coordinator who will be a
volunteer but with some remunerations. He/She can work say three times a
day. We can get a laptop, air time for the Internet, and facilitate the
person in the event of upcountry assignments. Such a person can be a
graduate and be in charge of our programs like the Development of our
Strategic plan, Vision and mission statement. She/He will coordinate all
our activities. We intend to charge a yearly subscription fee which we

As you are aware, our own Jackson who won the International Boxing
Organization November 2009 intends to go Home (Arua) for the first time
in his life. This young man lost both parents while a kid. But he has
uncles in Kampala who will accompany him to Maracha were he comes from.
We shall live tonight at midnight from Rugby Club by Gaaga. Those who
are going should get in touch with Okuonzi David or Afema Robert by at
least 2:00 p.m for planning purposes. We need to know how many people
are going. We also have beautiful T.Shirts . which goes for 15,000. We
shall appreciate your cooperation since this is the first major event

[WestNileNet] REGIONAL TIER

Dear Friends of WestNile,

Ideally the Regional Tier system of governance is a great option in bridging 
the different communities in Uganda closer once again.

During Pre-colonial time this was seen in sub-regions now known as West Nile, 
Acholi, Lango, and Teso. It however, was not tried among the Kingdoms that were 
found in the central, western, and southern regions as they were hostile to one 
another.

My view is that this system should not be 'forced'; Kingdoms should be allowed 
to either embrace or reject it. Then with time, the Regional Tier system should 
revamp to what is now known as federal system of governance (Not FEDERO) - 
which some political parties are agitating to offer Ugandans when they come to 
power.

It is time opinion leaders in the different communities (e.g. Marach, Terego, 
Vura) come together to strike a common understanding as hostile feelings are 
exterminate. Culture politics should begin to blend gentle to soothe/heal the 
damages caused by western type of politics. Henceforth, we shall see the advent 
of a new system of governance - Federal System.

My view is that for one to engage in discussing such imperative issues
at hand, a good background information is required. Hence, I am
requesting the leadership of WNF to make documents pertaining Strategic
plan, Vision, mission statement, and constitution accessible to members;
I, for one, have not seen such documentations.

I must say I have learnt of this brilliant ideas just a few days ago. So
I consider myself a late comer. Never the less, I get a picture. The
development of WNF is one and the main agenda, the discussions,
political, social, developmental, educational something we can do on the
forum.

 

If we are not moving fast enough with the development of WNF because we
are busy in our respective callings, then the need to have someone
specific becomes apparent.

 

I think we need to develop a precise TOR for this function and
operationalize it.

Organizing meeting in the evenings once a while or weekends,  whenever

Foundation requested about activities of the Foundation. I know Mr. John

we have not been able to initiate any discussions or deliberations on the 
administration or coordination and/or activities of the Foundation. Thank you

isolate subscribers who may have sinister objectives and other agenda with=

lieve is a reasonable starting funds for the Foundation]. I will begin by p=

holders and 200 Master degree holders in west Nile=2C I would like to say t=
hat I think the problems with Kindergarden (Pre-Primary)=2C Primary and Sec=
ondary school level are the most important the foundation should address. I=
f the early foundations are not properly laid=2C we are bound to have probl=
ems in achieving those targets for the higher learning. We have all seen ho=
w in the past 20 or so years the levels of Primary and Secondary education =
has deteriorated in our region. My suggestion would be for the foundation t=
o establish or support at least two or three Primary and Secondary schools =
in each of the districts in West Nile. These schools should become model sc=
hools from which the highest academic standards are expected=2C enforced=2C=
with excellent school infrastructure provided and qualified and well motiv=
ated teachers recruited. While higher education (PhDs and Masters Degrees) =
is a good bar we have set=2C it is imperative to note that our expectation =
in the kind of education we should think is should be linked to many improv=
ements in quality of life=2C such as increased employment opportunities=2C =
lowered fertility rates=2C more productive farming=2C better nutrition=2C e=

getting/hiring Part Time program coordinator/administrator? 

According to the post by the president of WNF, we are all busy professionals in 
our careers, it will take longer time to get the house in oder to register 
WNF.  To coordinate meetings, start paper work for registering WNF, we need a 
dedicated person to start the process immeiately.

Various issues raised below need a coordiante effort in order to achive/deliver 
any tangibale results.
a) Early Childhood Education
b) Improving Quality of Education in Primary and Secondary schools
c) Deforestations, Tree Planting, educating tobacco farmers, etc
d) Water supply systems
e) Hunger, Seed distribution, etc
f) Hugher Education, Masters & PhD, etc
g) Health care Delivery, Public health educations, etc
h) Electricity and energy supply, etc
i) Urban Sanitation and environment management, etc
j) Raid Infrastructure, Bridges, etc
k) Adult Literacy Education

For us to be successful in attempting to address or improve any of these 
issues, we need to consolidate our focus,  above all, some one must be 
committed to work with the WNF executve team.

It is a simple Yes/No

[WestNileNet] East African Husbands

Dear E-Associates,

I am also seeing in the line of Betty. I think this is a very fertile
area for  research project(s). We need to develop  model to help us
carryout research on the main ethnic groups of East Africa; in this
model we could consider broadening our horizons to include main tribes
in the DRC, DR SS, and Ethiopia. The research findings will actually be
very useful not only to policy makers, Historians, and Tourists, but
also other Scholars.

When the model is built, then we can team to mobilise funding. Certainly
we can do it, besides, this will provide golden opportunities to revisit
our various ethnologies and job opportunities.

I agree with the viewpoints of Milton - obtaining statistically defendable 
overall causes/triggers of these frequent accidents, voicing our concern, and 
then putting forth suggestive approaches to decrease on this frequency.

 

While establishing the cause of these accidents, given the skills that we have, 
let us try to talk to the machine operators themselves (I mean drivers,  their 
assistants - oka Turn Boys, and also the mechanics).  Thorough and confidential 
investigative  approach towards this particular segment of the system should 
yield for good data.

[WestNileNet] Forging the way forward - Reducing the rate of Bus accidents on K'la Arua high way

Dear Social Group,

 

Having read from many of your postings, notably from Philips, Mary and
Alice, there is strong conviction that a significant number of
passengers/travellers/commuters  influence some of these accidents that
have claimed innocent and loved ones. So, throwing the blame on others
(either the government, or the bus coys, steering wheel managers,
baggage/luggage manager, park authorities, and many other entities that
cross our way), let us exhaust all possible causes of these accidents
before taking a cohesive response.

 

Imagine a baby or minor who cannot reason in anyway with the bus
management (including drivers) to negotiate on acceptable speed limit
falls victim just because some passengers are happy with over speeding
and teases other passengers/travellers  '... this is Uganda...'. I have
a feeling that some business people/commuters give 'Kitu kidogo' to
drivers to hasten their catching up with some appointments/mipango along
the way. That is why, I think, no stone should be left unturned during
investigative research (if we choose to go that way). This will reveal a
lot about drivers/passengers status quo.

 

I am not amused at hearing such remarks. It sounds like death (which
appears mostly in accidents) knows and respects other nationalities or
perhaps the moto of Uganda is 'Kama mbaya mbaya'. No. That is not true.
'Tu jenge pamoja vilya onekana kisasa'. Mary and Alice do not despair. I
am not surprised given that  anywhere in the world there people who make
such irresponsible comments and are contributors to crime. Otherwise, if
we stood together many accidents would be avoided or there severity
reduced.  

 

I also agree with the views of others that carrying out exhaustive
research would be expensive. In quintessence, there is nothing
absolutely free. The advantage of researched information is it is
objectivity, validity (lasts longest) and can always be referred to by
others. 

 

If we are convinced that memo hinged on researched information is
unaffordable, then we would rather not use memo to voice our concern -
remember this era is what many refer to as information age. There are
many other ways of making us heard without any violence. If ever there
is any need to use violence, it should be the last weapon in our missile
silo. At this point as we progress, it clear we are hurting, but let us
put provoked emotions behind us.

 

As others have said (suggested alterative to use of memo), providing
education/sensitisation  to both commuters and Bus proprietors/companies
is overriding. Many commuters do not know their rights, the laws and
systems of the land. On the other hand, many of these proprietors have
been propelled into business without the fundamentals of business,
ethics and management. So, all in all we need to be helped.

Very interesting.

 

While members wait for the correct information - statistics (though not
sure of criteria used to determine study sample), I suggest we carry out
inferential stats; and members of this forum become the population. You
will be shocked to learn that about 90% of this population is a habitual
taker of booze (alcohol). The immediate and defensive remarks from most
'culprits' might not be far from these ones  'I only take Club to wash
down' or ' a glass of sweet wine after meal/nyama choma is healthy
drinking'. After these results, we begin to forge ways out how to help
ourselves, then we shall be in position to help others elsewhere.

 

I think West-Nile, Ma'di-Moyo, and Acholi sub-regions combined might
contribute more than 40% of the alcohol drinking population.

 

Find yourself hanging out at Arua Park, trust me, you will see a very
significant number of people there chewing Miraa/Marungi. One can at
least tell where the majority come from.

 

In fact, these sub-regions are sitting on anti-social explosives -  bear
in mind that the HIV/AIDS prevalence which was at 2.3% in early
nineties, 2.7% between  2004 - 2007, and today at 3.7% is a main
contributor.

[WestNileNet] The 'Sieve' in use unacceptable

Dear Members,

I think some of us are being too hard on Mr Atibuni Kefa by swaying him
to consider de-registration.

Objectively, we should be accommodative of one another's conflicting
views - look at both or otherwise all sides. It is true we have Sheiks,
Hajis, Hajatis, Priests, Pastors, Nun, Eunuchs and the like on this
forum. But the existence of these people should not crash an E-society
like this forum.

What Kefa posted happened to be the truth and is a little piece of the
many social ills around us which we cannot shy from. I think his
packaging was not very appealing to some members. He has some strong
points to be discussed. His method of communication needs to be attended
to. He is such a nice guy with  some wealth of materials for the
community. We cannot afford to lose people simply because they lack some
required skills in communication. It is actually the responsibility of
this forum to address issues of packaging and consequent communication.
He needs help also, and the earlier the better NOT to force him to
resign for use of 'offensive' materials.

As a regular reader, I often read about materials that could be
interpreted as offensive by some people, thus poisonous to even children
or the under age. To be specific, boozing is unacceptable on religious
grounds. Unfortunately, no pressure had been used to smoke out
presenters. Nobody condemned converging to discuss, drink beer, dance,
and enjoy Nyama choma (chickens or goat or beef or pork). Let us learn
to behave normally and embrace one another. Holy angels live in Heaven
(a Priest/Pastor out there can help me if I am wrong); where we are,  we
all are not perfect regardless of our varying educational levels, but we
need one another.

Please, I request the leadership of this forum to shelf indefinitely
this issue of 'sieving out' Kefa for packaging error.

the pilot. The wife somehow is becoming uneasy about the delays
according to this source. I am going to visit the family and try to
encourage her to remain firm (whether the rumour is true of false).

These are very close friends whom we waved off on the last day. The one
who has been confirmed alive is  Captain Andruga George Buga who hails
from Koboko and the one has now been confirmed dead is Captain Leti from
Maracha, his famous name, am still trying to get his second name. He was
the most senior pilot we have around and his helicopter is the one that
got burnt completely and the newspaper has also carried the story that
the bodies of the pilots have been recovered and mourners have gathered
at his resident at Bugonga in Entebbe. What a big loss to us, May his
soul rest in peace.

Dear All,

I kindly request you to return to the track - mourn our brothers as we
follow up on issues related, and also other things. It is true our
cultural models permit expression of emotions, poke some uncertainties
that might reveal most probable causes of death, and in some cases
people even fight physically where some people get hurt. Though,
unscientific, they have  endured  the test of time and we should be
applauded. However, our elders usually would come up and restrain any
wild flares of tampers. So, please, let us remain cool.

To add on to Christine's contribution regarding the update on burial
arrangements, after memorial services in Kenya, the bodies will be
transported to Bombo in Uganda, and then to the Parliament. Finally,
each family will receive the bodies of their loved ones and with the
help of the UPDF, burial would proceed.

Anybody with an update can help us.

Please, stop commenting too much on personal views. That is how
sometimes we mourn - blaming others etc.

Let us be in prayers as we mourn.

I have the notes of Christine. I am very annoyed. Those were officers of
the UPDF air force. Forget about their being your brothers from West
Nile and close friends. And Capt Leti is from Maracha, my home area!
What Caleb wrote was fair although his tone is suggesting some thing. I
am not an expert, but there is something fishy in the whole accident
scenario. The Kenyans duped the UPDF officers, the men who crash landed
the choppers  and those who planned the trip must be investigated. Death
in action is OK for a soldier. If they guys had died in the fashion of
Kazini, it would be bad for me. Those are heros and i know Gen Saleh
team will expose the sabotage or no sabotage theory.

May be I lacked career guidance just like most of us did but we have to
gamble this life most of the times.

I would be glad to see atleast the body of our brother, it is more
painful not to see and only believe that somebody is gone.

I am sorry for having been unclear.

The point is here is that Gulu University has been engulfed in gross
misunderstanding between the Administration and the students'
representative the Guild. students on government sponsorship addressed
their grievances regarding the 210,000/= monthly support which they
reasoned it was not enough. These 210,000/= is intended to meet rent,
food, and other scholastic requirements. For instance, those pursuing
disciplines in Agriculture spent 3,000/= on the minimum for photocopies
alone.

The Guild alleges that the University Administration is not being fare
to students and that  the Administration should consider increasing
students allowances. Unfortunately, the Administration seem to be
adamant; consequently, the students are unhappy. On Monday 22nd October
2012 the Guild will lead a peaceful procession to the VC with the aim of
submitting its resignation.

Given the gun shots that rocked the campus this morning and is still
going on, the worst might occur if no arbitration by a neutral body is
done. The Police is using live ammunition to scare away students because
(may be) tear gas could not quell the situation.

Please, let me know where you need clarification. Ugandans demand
accountability and balanced media coverage.

blockage from the WNN.


You usually respond very fast - sometimes just with the word "done"  -
to requests for getting people into the net or indeed for re-instating
them.
Why is this one taking so long?

quite sensitive.

Acidri Ernest, please be careful of your words. In P.5 I once read a story 
teaching readers to 'Think before acting'. Your post, if taken seriously by the 
law enforcement organs around the globe (FYI this forum is OnLine). You are 
actually creating problems to all of us on this net. The next thing that might 
happen is for one of these organs to demand the guys manning this network to 
extract all your relevant contact data. And the end might be far from then.

You are even planning on how to spend this price!!

My advice to you is that you retract your E-mail(s) with apologies to the 
management of WNF.

Otherwise, nobody would wish to intimidate others; we should protect ourselves 
as much as possible.

[WestNileNet] Muni University

Colleagues,

The Ma'di have a saying 'aringua koleci ri oza driso kole kuru ri'bati ra'  
which would be translated as ' a bird caught in a trap is worth more than those 
still at large'.

My view is that we should be grateful to what we have at hand. Let us use it as 
we come up with ways of improvement. Please understand that West Nilers and 
their sub-region seem to have been blacklisted and might continue to be 
subjected to long term neglect by the responsible institution(s). A  few 
misguided, greedy, corrupt  and opportunistically focused sons and daughters of 
the soil are also causing serious havoc to our people. Together with others who 
can afford University education elsewhere, they send their children away from 
that 'curse' mass of land. Do you know what the people went through from 
October 1980 - 1987? The 'Inya madri ku' which worked against West Nilers 
followed them even into Sudan and then brought them back.

In brief, let us embrace Muni University and do not try to compare nor contrast 
any of these universities for they are not the same.  Ideally Muni NTC should 
not have been converted in to a University. We need a new thing in a new 
environment - we have the land and the local support.

[WestNileNet] Walking the talk to Muni University

Dear Colleagues,

It is true that quite a lot has been discussed and it is like time for 
implementation is long overdue. I can sense that  some people are losing hope 
and might, hold back, in future discussion. I wish to take sides:  I agree that 
we need to do something now, else we shall never.
On the other hand, West Nile, just like other regions needs 
economic revival. I hear about gone days (between 1960 - 1980) during which 
hard work was proven. Custodians of our taxes were trustworthy. They, to a 
larger extent, cared for all the civil servants. Consequently, security, 
health, education, and many other sectors of productivity took better shape. 
Which was why a pupil sitting for PLE in Arua public or Moyo Girls would choose 
and make it to either Gayaza or Sir Samuel Baker (later known as Pongdwongo). 
There was no need for a parent to go to an HM to 'beg' for vacancy. You just 
wait for your acceptance letter by the postal services. Today the sort of 
system of governance we are in is tending towards capitalism.

I have no problem with what one does to earn a living; as long as it is morally 
acceptable; we should encourage our people to work as really they are hard 
working. Once upon a time, most Ma'di people sniggered the lugbara  communities 
who migrated and settled among them. Generally the Lugbara women took to 
business of selling food and other merchandises. While most Ma'di women engaged 
in the 'brewery industries' producing pkhete, wiri, nguli, etc. The Ma'di woman 
brewing and earning a living from it, consoled herself that she was better than 
a 'Lubwari zi' living by doing some businesses (selling tea, sumbusa, mandazi 
etc). And I think the Lugbara women on their part had good reasons not to take 
on the 'industry' of the Ma'di women. Each was right and at the same time 
wrong. Today the trend seems to be duplicating itself across regions: the 
majority of the private security guards come from either West Nile, Northern 
region or Lango and Teso sub regions. Most of the workers in the sugar and tea 
plantations come from the same areas.

I love my people and value what they do to honestly earn their living. My 
problem is in the situation where the hard-earned money does not get 
re-invested. Our people are very innovative and look forward to a better 
future. This was exhibited in coming up with CUCUA, and ERO. While the Lugbara 
people had both Ero and Cucua, the Ma'di people only depended on ero. In 
capitalism, consideration should be made for continued investments, not 
consuming profits. Check how you spend your money!!!

The point I am making is that the advent of capitalism comes with challenges 
and the prices have to be paid. We need either to improve on our existing 
economic activities, or phase out the obsolete ones and adopt rather newer 
alternatives. Perceptions have to change and then take advantage of every 
opportunity to etch out economic values which then can be translated in to real 
cash. Without economic empowerment, the sour, otherwise bitter side of life 
will be the only alternative. This includes journey to Muni University. It is 
near us, but going there requires money. Not just money to enter University, 
but money to go through pre-primary education, primary, and secondary 
education. Some of you know what I am taking about. The current form of UPE 
will never lay a good foundation in our children for competitive tertiary 
institution. Most of the schools we have in West Nile are depending the already 
failing UPE - misplaced hope. What the people in this forum could do is to use 
the governance system already in place to suggest, but not authorise changes. 
The system is like a pyramid - the rule is by the top not bottom. The private 
sector thrives better that the public. That is why we need investors.  A 
teacher hired to work in a private school in most cases deliver; however, those 
on the government pay roll will not deliver - the assumption is that all 
graduated from EREPI TTC .

In conclusion, approach should be economic empowerment so that we can afford to 
send our children to schools were teachers are well motivated.

[WestNileNet] Party for in-coming and Out-going RDCs for Arua district

Colleagues,

My view is we should have one celebration party for the two VIPs in the office 
of the RDC in Arua. At the same party, we shall welcome Mr DEBELE, and also bid 
farewell to Mr ABIRIGA. Brothers and sisters, at this stage,  we should work 
towards unifying our people who have been divided by selfish 'leaders', hence 
it does not matter which political party one subscribes to. When I am paying my 
taxes, I pay to the government of Uganda (my custodian), NOT NRM. When the my 
taxes are being misused, it is my hard-earned money being wasted not NRM money.

I do not agree with others who seem to imply that the out-going RDC does not 
deserve applause.

Let the district leadership committee draw a budget and then reach out all 
well-wishers (not necessarily Westi Nilers or Arua district for that matter).  
Invite district Leaders to grace this party. Eminent  invited guests should 
come from all the religions, all political parties, opinion leaders, the 
disadvantaged groups and others.

Regarding funding, certainly the core funding should come from the district.

[WestNileNet] Unrest in KajoKeji subcounty in the South Sudan, Moyo, and Metu subcounties in Uganda

Dear Comrades,

I am drawing your attention to what is going on in the above mentioned 
locations. For some of you who do not know the Geography of Uganda and South 
Sudan very well, it is time to go Google.com

Many of you are aware of what happened to officials on Uganda government duties 
during the census taking period, and since then, the sub region has seen the 
worst of mass exodus since the era of UNLA/F. The Ma'di people are being chased 
from one place to another within their own country. Properties are being 
destroyed, economic activities are being hampered, social services schools and 
health are seriously being affected. Lives are being lost, agricultural  are 
being disrupted thus leading to famine, also resulting to health risks. So far 
it is estimated that over 20 Ugandans have died, several are nursing severe 
injuries ranging from machete cuts to gun shots. The question is: where is the 
Uganda police? Where is the UPDF? Where are the reserved forces trained to 
protect Ugandans? 

Unfortunately, office of the RDC in Moyo is being snubbed by the Ugandan 
security forces in the area. The police in Moyo are protecting properties of 
the fleeing South Sudanese traders, and few  scared Ugandan traders; but not 
dear lives of Ugandans in Moyo being pursued by the South Sudanese from 
KajoKeji. The police even go extra mile by arresting the locals who have armed 
themselves with local weapons for self-defence because the police and the UPDF 
are looking on as the Ma'di are attacked by the marauding forces from South 
Sudan. Tax payers whose taxes are spent on the police and UPDF  do not get 
required services. 

One wonders why the  Ma'di people are being rewarded as thus.

Briefly, this is what reliable sources have:
Eria  (Moyo):3 people have been hacked dead. Several people, including 
children, burned in their huts as their huts were torched  South Sudanese 
locals accompanied by either police or solders. Hundreds of cattle, goats and 
sheep were looted, and taken to Southern Sudan. Schools have closed down 
unofficially in the most affected areas like Goopi in Metu, and Eria in Moyo.

Goopi (Metu):   At least 30 huts were burnt down by the Kuku from KajoKeji sub 
county. Hundreds and fleeing to Metu division headquarters. This migh not save 
the Ma'di from the approaching Kuku people who are advancing. According to the 
locals who are now systematically targeted and are taking refuge in their own 
country Uganda, the 'forces' are looking forward to 'taking over' Nyojjo 
(division head quarters of Metu), and they said they will establish their camp 
at Metu Secondary School.

Logo'ba (Moyo):   several houses were razed . At least one man sustained 
serious cut in the face and is now receiving treatment.

Opiro, and Perego villages (Moyo):  The residents here are extremely scared and 
are contemplating to flee. Opiro is separated from Goopi by a range of hills 
stretching from KajoKeji subcounty in South Sudan. Perego village is adjacent 
to Opiro. Local source hinted that the Kuku people claimed they were coming for 
their cows in Madda. Madda is a village grazing ground for the Perego people.

This crime should be stopped. Area leaders perpetrating/condoning such acts of 
human right abuse should be identified and face criminal tribunal. Please, if 
you have any information that you think might be useful, serve the  comrades. 
The two governments have tasks to accomplish.

Dear Comrades,

Personally I do not see anything wrong with publications such as being posted 
on the internet- accurately this forum.

While there could be many reasons why writers express themselves, for now I 
zero on one. Writing correct history. Most of the enemies of rise of Africa 
have systematically portray very bad picture of the continent, not only bad but 
in most cases false. Unfortunately, some of us are collaborators of these 
enemies and have capitalized on lies. Today most Ugandans have been 'fed' to 
think that true Uganda existed from 1986. 

Uganda of the 1971-1978 is has 'Demonised'- if one travelled this would not be 
a story. What used to be called Nile Province has continued to suffer mainly 
due to misrepresentation.

I was very shocked on the day we received our first born. A woman asked me 
'when are you going to eat this one '.

I thought I misunderstood her. May be she meant when I would give her into 
marriage and then stock some wealth from bridal dowry. When pressed, she told 
me that they had been brought up to know that the 'Banyongo' eat their first 
born. Now my daughter is 21 years old but has not been scheduled for eating.

Hussein and others, do correct the wrong notion in the society.

Please, if you think what some people are revealing is not true, prove 
yourself. Else if, for some reasons, you have no interest in them, make use of 
your Delete key/button on your device - just TRASH.
