Robert and others, Thank you for taking time off your busy schedule to advise and inform the forum on this subject matter. I strongly share the view that this kind of initiative be spread across the region. I also remember highlighting to the forum that WENIRUDA has a programme (GreenMango) of supporting best O & A Level students from West Nile. The challenge is always getting everyone on board at the same time such initiatives forward. Too often people opposed to your personality will try as much as possible to fight issues because of their individual differnces thus leaving very little hope of building a common front to pursue issues of our common destiny--somethign typical of our MPs. Otherwise I've seen this programme instil spirit completion in pupils, teachers and the sub counties. The only think we need explore is how programmes of this nature can be synchronized amidst our diversities in West Nile for tangible results. I didn't quite understand what Robert meant by "i now the people Lee has mentioned as responsible people". Why is this initiative being narrowed to a political angle not the future of our region? I thought it was our resolve that politics be out of reach here. But through my plea for help for this award i seemed to have stepped on some people's political toes and career. Supporting this programme shouldn't be looked at as a way of selling my personality. I'm insinuated to believe supporting a child in Maracha doesn't constitute support to a child in West Nile. Whatever it means, we should be mindful of biting the hands that will feeds us/West Nile in future. Whether this programme is a political gimmick, time and history will tell. But the parable of the cave tells me anyone familiar with pain of ever being chained in a cave will look back and do whatever it takes to ensure all those still chained in the cave get an equivalent opporunity to see light. For now let's be reminded of the sayings that: 1. The only thing we should fear is fear itself 2. We are either against this initiative or for it 3. I would like to share my personal experiences on this subject with the rest of the members. Way back in 1997 Maracha Action for Development Initiated similar intiative and target the best performing boy and girl for full scholarship while 3 boys and 3 girls were to be awarded bursary not covering the full school fees. This award as highlighted seeks to promote education and improve performance which i guess is a social responsibility for all of us if we are to create the kind of society we always dream of. It covers PLE; there is an award committee responsible for selection and other issues. Academic excellence is the main criteria sought. Last year, each of the 7 sub counties had to submit list two of best pupils (male and female) to receive the award. In total we awarded 19 mattresses. Com Tom Buruku officiated at the event where certificates were awarded to best school, Sub County and pupil. In our last meeting with PTAs, CMCs and H/Ms, I presented a proposal for establishment of a board for the award such that this initiative is different from myself. This is being pursued details of which will be made available at a later date. Best Subject Teachers category was introduced this year and recipients will be ascertained on the number of first grades they produce in each subject--meaning the teacher with the highest number of pupils in a subject qualifies for the award of Best Subject Teacher. Four positions are for grabs in this category! Most supportive parent award will go to parents who demonstrate unyielding support to pupils/education amidst struggles and challenges. Each of the 59 primary schools in Maracha is to nominate a candidate. The award committee comprising H/Ms, religious leaders, opinion leaders will sit and nominate one with the most appealing and motivating story to other parents out of the 59. Single parents especially women are ideal candidates for this category. Supporting initiatives such as the award and the tournament Jimmy mentioned is like taking a cow to drink water. If it refuses to drink--you don't force it to do so neither do you neglect your core responsibility of being a good shepherd. Because of unrivaled multiplier effect of education and the urgent need for unity in our two counties i had to kick-start these programmes last year and this year respectively. This doesn't however penalize nor diminish others support because people support at different times and in different ways. This programme is non partisan because it aims at addressing a cross-cutting issue. But because the idea is from a perceived political animal, there is a tendency of politicizing it. Before that perception is ingrained in us, let’s perhaps look at whether monthly sending test papers to pupils in Arua, support to Ma-ecora Youth Centre received which show over 300 school dropouts graduate with certificates in various life-skill courses in 2005, and initiation of WENIRUDA which supports best O & A level students from West Nile with one million each year is political. In any case, politics is about solving societal problems that’s why those with tasks deserve power they need to accomplish such tasks. For this years award, we are looking at raising 6 Million of which i have a contribution of at least 1 Million. I'm also pleased to inform you that H/Ms, local leaders, and education lovers are now involved in this programme. Schools in our last meeting pledged a contribution of 20,000/=.
