Hi Caleb,

You are definately going to stir controversy here for your good comments.
But did you know that everytime we ate too much, we slept most of the
afternoon without stduying? Now should the belly be full or half full?

Anyway this ordinance thing is good if enforcement is good. So it is just as
good as the enforcement. I hope as we go around making proposals, lets keep
that in mind.

Thank you for giving us the website to access information on the work on Yumbe 
District P.L.E. However, while i was able to access the website, the link to 
the document could not easily open. Am not sure if the link is functioning 
well. I would be glad to hear other people's attempts.

Father Ruffino,

Thank you for your quick response to our comments on the Edu. ordinance. I
am wondering whether other westnilenet members would also have some comments
to make in which case, you could present all of them together may be later
in the week.

I do appreciate that the ordinance is a wonderful first start. Council needs
to consult the population before this becomes policy indeed.

As I said in my first response - council is doing exactly what the
international donors/countries did / continue to do when they come to Africa
- come with a template that was applied in the west and want to impose it in
africa.

A councillor can not say they have done their part -- it is up to the people
to do theirs -- this smacks of arrogance and paternalism; we know best what
is for the masses. Their role is to make sure all policies are not only
understood by the people who are going to be impacted, but that they are
implemented correctly. Each district councilor should take the ordinance and
educate their respective voters; get their feedback and make the necessary
amendments. We as a stakeholder do have our own suggestions to make and I
beleive if we work together we can have a better product that will lead to
positive changes in our region.

Greetings. I have just arrived in Ombaci after some talk to the
students of ST Charles Lwanga College Koboko. Yesterday and today were
days dedicated to career talks. I was able to scan the enviornment and
I found out that there is a lot of eagerness on the side of these
students.
Thanks for remarks on the education ordinance. I would love to meet Mr
Kamilo Sabo (who is LC V arua and secretary for education in arua
district) and be in position to share with him such remarks.
In one of our TF meetings a member remarked that this ordinance was a
table work without consultation from community members. When a
district councillor was asked he was able to say for us we have done
our part and if the community does not put it into practice it is
their problem. We need something the community can own as their own.
This may be ungrounded but lets see what is for the good of our
region.
