Problem is that Bugzilla only allows classifications (currently not used), products (Wikimedia Labs) and components (like tools on Tool labs). There's nothing below that, so we couldn't auto-CC or auto-assign tickets for all those tools on Tool Labs automatically. For remaining components under the "Tools" Bugzilla product, external links how to file bug reports would have to be updated if we renamed "Tools" to "Misc" or so (to avoid confusion with Labs Tools).
