  - sugestion:  keep all the fields optional (except the actual feedback field) 
in case the person does not wish to input their name and email.

python-based framework
- use a third party tool like Zapier, Pipedream, or a more open equivalent. 
this would allow us to send an email just by calling an endpoint trough

- use a JS library as client to send through some email server with SMTP 
authentication (just like any other client) -> how not to expose email 
credentials?
- no form at all, just a link to the project's discussion page in Meta 
Wiki. This may be cumbersome with people who are not familiar with the

  @bking @Gehel Meanwhile we have duplicate both monitoring checks. So for 
query.wikidata.org and commons-query.wikimedia.org there is one check that 
notifies collaboration-services and one that notifies search-platform.
  
  Given this each team can change their own notification methods or how 
detailed the check is (content check vs just checking if the proxy is up etc) 
as they see fit.
  
  Now unless WMDE also wants to be notified by email or something.. I think we 
can call this resolved.

  Oh, got it. It's the wrong way around.
  
  The weird code was added in patchset 20 in July 2018, apparently by 
@WMDE-leszek:

 The commit message was edited in the same patchset. It mentions 3 sources, but 
I can't find `utf8_…` mentioned on these pages.
  
  I tried to read the discussion, but it's not very helpful. Unfortunately I 
wasn't involved back then. There is also no Phabricator task linked.
  
  What's done in the code directly after the weird `utf8_encode` is a 
`hash_hmac` call. Could it be that this is not able to work with UTF-8 strings, 
but expects something else?
  
  What is `SimpleCacheWithBagOStuff` even used for? What does the extra hashing 
do?
  
  My suggestion is to not touch this class, but mark it as deprecated and 
replace all usages with something reliable from core.
  
  An alternative is to change the serialization format and add a 3rd array 
element with a version number `2`. Cache entries without this number are still 
passed through the old deserialization.

  @DAlangi_WMF The problematic hook that initiated this task (via the parent 
task) is `onPageContentLanguage()` which is called by 
Title->getPageViewLanguage(), but not directly. The hook call resides in 
`ContentHandler::getPageViewLanguage() -> 
ContentHandler->getPageViewLanguage()`.
  
  The reason Wikibase is out of scope, is that it implements a custom method 
called `getPageViewLanguage` in a subclass of ContentHandler, and shares no 
code with the base class in core. After we deprecate and remove this, the 
Wikibase continues to work on its own.
  
  CommonsMetadata, however, does call into the affected core code. It makes the 
same kind of mistake as the other extensions we patched in this task, namely it 
deals with a ParserOutput, but instead of asking the ParserOutput object what 
the language of the HTML is, it tries to "guess" by invoking global state of 
`ContentHandler::getPageViewLanguage`.

  It seems that the `OPTION_OBJECTS_FOR_MAPS` flag is no longer in use outside 
of tests. No usage of it in a production code constructor call of 
`SerializerFactory` can be found in wikimedia codesearch 
 nor in 
Github Search .
  
  It was introduced in wmde/WikibaseDataModelSerialization#89 
 in 2014, but I 
was unable to find corresponding meaningful usage from the time.
  
  There seems to have been a momentary usage of it in 2015 in 
I44fa15712d988cdbdcdedbadfa4e7a6f7581a5bb 
 
and removed the same day in Ie4bc572accd06d40b3000c522744dd746ff2957f 
 in 
context of T107865 .
  
  It was introduced into the REST API in context of T308438 
 and then removed again in T322655 
.
  
  Removing this dead code should make the changes needed for T305660: [LEX] 
Empty senses/forms lists presentation in dump 
 simpler.

TASK DESCRIPTION
  Some directories are excluded from Phan checks as a result of T289040 
 - `.phan/config.php` includes the 
folders for the libraries in `exclude_analysis_directory_list`.
  
  Enabling Phan checks results in a build failure 
.
 The task would be to resolve the Phan warnings and re-enable checks for these 
libraries.

  @Lucas_Werkmeister_WMDE I'm sorry. I thought that this was a mostly abandoned 
component, as this task about it failing tests has been open for more than a 
year, and I've been annoyed by it causing test failures on my work. I won't do 
that again.

  It would be helpful to have a policy (or maybe there is one already?) about 
flaky tests. My understanding is that for more than one case of a 
non-deterministic failure of a test, it is reasonable to disable it alongside a 
phabricator task explaining the error, so that there is an audit trail and 
relevant teams could follow up on it later.

  Absolutely unacceptable self+2 in my opinion. This code is our 
responsibility; you don’t get to unilaterally decide, with zero time for us to 
respond, that the feature being tested is actually irrelevant and it doesn’t

  @Arian_Bozorg re. your comment above - how do you want to proceed here? If we 
consider this a breaking change, we would need to selectively enable the 
functionality, and need to setup JSON dumps on testwiki. If we don't consider 
this a breaking change I guess we can be a little less rigorous about the 
rollout. Right now, I have a flag for the change in functionality, but it's not 
exposed as a config option - should I create the option?
