I don't think it's uncommon, the US is the odd one out on this (or almost
out, since in the end it did apply Berne  terms retroactively). For example
the EU Copyright Directive prescribes a death + 70 copyright term so
countries joining the EU restore copyright to all works for which they had
shorter protection. International copyright treaties tend to be retroactive
by default; "works shall be protected for X years after the death of the
author" applies to all works, whether they are in the public domain
currently or not.

From the regulator's point of view this is reasonable; the point of these
treaties is harmonization of the law, and harmonizing the protection term
of one group of works but leaving another group protected in some countries
and unprotected in others doesn't really make sense. The alternative would
be a rule of the shorter term, but the US does not have that, and they are
the driving force behind TPP, so...

I don't see anything in the TPP requiring retroactive application of
copyright terms. We'll have to wait and see how the various countries
choose to apply the new terms. Applying terms retroactively is uncommon,
but possible. We also have no idea when these countries are actually going
to apply the new terms. It took the UK 100 years to apply the terms of the
Berne Convention after signing it. If a country proposes a retroactive
copyright extension as part of their compliance legislation, it is still
possible to fight the retroactive provision (regardless of what BoingBoing
says). In other words, it's way too early to start talking about deleting
files from Commons. Even the URAA took 18 years from the time it was passed
until Commons had to actually deal with it (due to the *Golan v. Holder*
decision).

for photographs of the last Princess of Asturias Awards ceremony. You can
find some in the next category in Commons:

introducing a volunteer as oficial photographer in the ceremony authorized

atendeed to the ceremony, thanks to them too.

AFAIK there is still some pendants photographs to be uploaded, but we have
already those to use in Wikipedia, media and posts.

Hi Itzik,

We placed that note as it is standard practice to let users know when a
link will be taking them outside the Wikimedia projects.  We linked to the
Qualtrics privacy statement, as we felt that users should have access to
that if they wanted to read it.

Petefosyth has made some changes to it, based on this discussion [1].  It
now reads "Survey data handled by a third party".

Possibly Wikilivres, a site which is used to store PD works in Canada (but
copyrighted works in the USA, i.e. a work which the author died 50 yrs ago
or published by an organization 50 yrs ago), is also being affected. When
the TPP was under negotiation, I was thinking whether it should move its
base to a non-signatory of the TPP which currently shares similar copyright
terms with Canada and has a lenient censorship regime (e.g. Hong Kong).
Though I doubt whether the rule is only applicable to works published after
the agreement is in effect.

[Wikimedia-l] New Wikimedia France board

Dear movement fellows,

Wikimedia France held its Annual General Meeting on October 24th, 2015.
During this AGM, we elected 4 board members, of which 1 is new.

Alexis Marise Bique, Ludovic Péron, Benoît Evellin and Léa Lacroix were not
running for a new term.  Wikimedia France board is grateful for their
service.

Emeric Vallespi, Guillaume Goursat were running again and were
reelected. Florian
Pépellin who was appointed in May and was this time candidate for a full
term. As a reminder:

* Émeric Vallespi is 28, a banker living in Montpellier. He served on the
board for three years. He is especially interested in governance issues,
internal control and strategy topics.
* Guillaume Goursat is 30, and is based in Dakar (Senegal) where he works
as an economist in water and sanitation. He served as a treasurer since May
2012 and is interested in internal control and projects in Africa − he
organized Wiki Loves Monuments in Cameroon back in 2013.
* Florian Pépellin is 26, living in Chambéry. An editor since 2005 and
chapter member since 2011, his regular attendance over the years to
Wikimedian meetups all over France has earned him the nickname of « Floflo
of all cabals ». He has just finished his studies in accounting and
research in economy/management. His professional background and his
interest for strategy work prompted us to appoint him to the board 6 months
ago, and he is now elected for a full term.

Now, we would like to welcome a new board member:

* Édouard Hue, 32, is a software architect living in Rennes. He has been an
editor for six years and joined Wikimedia France after meeting chapter
members at Wikipedia's ten years celebrations. He helped his local cabal
grow with the estabilshment of their first partnership with the local
university. After participating in two editions of Wiki Loves Monuments, he
was a juror in two more editions and eventually set up the first edition of
Wiki Loves Earth in France this year with his fellow chapter members. He
also built a Wikimedia Commons software client that Wikimedia France is
looking upon to enable its GLAM partners to upload their content by
themselves. Being more and more involved in Wikimedia France's internal
affairs, Édouard decided to apply as a board member with a focus on local
development and members empowerment.

Our board is now structured as follow:
