Dear all,

Thanks for reading and responding to our concerns, including with
thoughtful questions and comments. We’re writing with a brief response to
the different messages, with the two key aspects that have been raised.

What we propose: In case it wasn’t already super clear, we confirm that the
change in the UCoC we are suggesting is to remove the note to the Insults
section entirely: “(Note: The Wikimedia movement does not endorse "race"
and "ethnicity" as meaningful distinctions among people. Their inclusion
here is to mark that they are prohibited in use against others as the basis
for personal attacks.)”

We believe that this change would not diminish the effectiveness of the
UCoC or its further application. On the contrary, it would be in line with
its real spirit and honest intentions. As the wording currently stands, it
causes (and will cause) more harm than any possible good, and certainly far
too much confusion around intention. It particularly makes no sense to pull
out race and ethnicity in this fashion.

Timeline and process: Maggie's response is very useful in clarifying that
there could be a rapid review process to address this issue. We welcome
that, and it would be helpful to have a clear timeline and detailed process
for us to understand how this might unfold, and who might be responsible
for it.

Thanks, Leigh - we're working on changing the way the box is configured, so
it's more intuitive. We do encourage informal groups to take the
questionnaire, as you notice, since it's useful to see what of these
questions (and possible responses) might apply to groups like yours.

list - in thinking through this questionnaire and next steps. Thanks too
for raising the question of languages; a critical one. In the introduction
to the questionnaire, we do say that if language is an issue (as we well
understand it could be), folks should contact Winifred (
orgeffectiven...@wikimedia.org for convenience) for any support around
this. If the deadlines need to be pushed back for that reason, we can
certainly work that out together.

Hi Nemo and John,

The questionnaire is not meant to exclude WMF at all, instead the wording
was meant to _include_ all forms of  Wikimedia 'organization'. So yes, the
phrase can be easily modified. And as SJ points out, WMF is on the list
too. :-)

Gerard, I'm not sure I understand this concern. Data of all kinds are
important, but in this case, the questionnaire is meant to help
organizations reflect on how they make the strategic choices they do, and
what more we can do, as individual organizations and collectively across
the movement, to be effective.

These questions are not answered by numbers alone, as by context and
resource mapping and analysis.

Perhaps if you gave me examples of the data you believe we should be
collecting/sharing, I would understand better?

[Wikimedia-l] [Wikimedia Announcements] Jake Orlowitz/Ocaasi comes onto the Grantmaking team at WMF with The Wikipedia Library

Dear friends and colleagues,

I am delighted to announce that Jake Orlowitz (User:Ocaasi, User:Ocaasi (WMF))
is joining the Grantmaking department at WMF to lead The Wikipedia Library
(TWL)[1], an online resource for Wikipedians to get free access to
journal subscriptions.
In the last year, TWL has helped nearly 2000 unique users access 3000
accounts of sources like JSTOR, Elsevier, De Gruyter, and Oxford University
Press,[2] and is now experimenting with community-run branches in Arabic,
German and other languages.

Jake will be a full-time contractor with part-time support from Alex Stinson
(User:Sadads, User:Astinson (WMF)) for an initial period of six months.
They are both working with an amazing volunteer team of Wikipedians guided
by Head of Volunteer Coordination (User:Nikkimaria). We're particularly
looking forward to seeing how TWL can expand its global (non-English) work,
and what it can teach us about the best ways to support some of our top
contributors, and improve content on our projects.

Many of you know Jake well, but for those who don't: Jake (Ocaasi) is a
long time Wikipedian, with two Individual Engagement Grants from us, and he
has been on the IEG grants committee for the past two years. Jake works
remotely from Philadelphia but is frequently in the Bay Area, especially
during long and dark East Coast winters.  Alex has been involved for many
years with both Education and GLAM outreach. He resides in Kansas where he
works on Digital Humanities at Kansas State.

the Books and Bytes newsletter.[7] We're excited to bring The Wikipedia
Library on board and look forward to its growth and evolution!

Jake Orlowitz (User:Ocaasi) started editing in 2007 as an ip. Early on he
worked on articles about religious groups, political movements,
and alternative health. Around 2010 he shifted focus from editing
to helping new users, working in the irc-help channel and developing the Plain
and Simple guide for New Editors [3] and its COI counterpart [4]. In 2012
Jake began developing projects through the Individual Engagement Grants
department at WMF. He built The Wikipedia Adventure,[5] a playful
interactive game to onboard new editors. He also began establishing and
expanding donation partnerships in The Wikipedia Library to provide free
research access to top article contributors. He helps out as a board member
of Wiki Project Med Foundation [6] and gives talks about Wikipedia's role
in education. Jake grew up in the Philadelphia suburbs and studied
political theory at Wesleyan, before starting a tutoring company in
Colorado. He currently splits his time between coasts, working
full-time on Wikipedia
projects. His contract with WMF will focus on expanding the number and
global reach of Wikipedia Library partnerships.

Alex Stinson (User:Sadads) is a 9-year editor with over 80,000 contributions,
actively involved in different forms of outreach.  He
is currently a project manager with the The Wikipedia Library, a long time
volunteer with The Wikipedia Education Program, and supporter of GLAM-Wiki
outreach. Alex has a Masters degree in English Literature from Kansas State
University with research focused on cultural studies and the digital
humanities. He works as a digital humanist at K-State, where he helps
develop projects and create partnerships with educators and cultural
institutions.

[Wikimedia-l] [Wikimedia Announcements] Be part of the most epic data collection and analysis of Wikimedia programs!

Dear Wikimedian friends and colleagues,


tl;dr We have just launched our second round of voluntary reporting.
This is the
most epic data collection and analysis of Wikimedia programs we've done so
far as a movement, and all program leaders are invited to take part. :-)

As we did in the Fall of 2013, we invite community members leading and
evaluating Wikimedia programs to share their data with the rest of the
movement (i.e., Edit-a-thons, Editing Workshops, On-wiki Writing Contests,
Photo Events, etc.). Last year’s data was collected and analysed in a
series of reports that was the beginning of telling the Wikimedia story of
impact: the incredible work of over 60 program leaders implementing 119
programs or projects in 30 countries across the world. This helped us start
building a set of good and best practices for effective programs across our
movement.[1] This year’s data drive will be critical to help us continue to
do and learn better from each other.

To best prepare, program leaders can review the reporting items [1] and
start gathering that data you have filed away about your programs since the
last reporting round. We are looking for data on programs completed any
time from September 1, 2013 through September 30, 2014. You can ask
questions directly on the reporting form preview [2] or on our portal talk
page [3]. If you are planning to report and may need support from us, do
let us know so that we can help in any way needed.

We also welcome your data in different formats. For example, if you have
already reported data elsewhere, we are happy to work with you to make the

We are expanding the number of programs covered in the reporting this year,
and extend the reporting window longer for some new programs, GLAM, and
Wiki Loves Monuments. See the schedule below for timelines for reporting for
each program type.

understand the impact of programs across different contexts, to examine
both more broadly, and more deeply, what works best to meet our shared
goals for Wikimedia and to, together, grow the awesome [5] in Wikimedia
programs!

[Wikimedia-l] Jessie's IDEO adventure

Dear friends and colleagues,

Many of who have already heard from Jessie in multiple ways, but for those
who haven't: Jessie Wild, who currently heads the Learning and Evaluation
team in the Grantmaking department at WMF, is leaving for a year's
fellowship with Ideo.[1] Her last day at the Foundation is tomorrow.


We are going to miss her. Jessie has been an extraordinary and integral
part of WMF for the last four years, and demonstrated her initiative,
insight and leadership in each of the positions she’s ably held here. For
many of you, you may remember Jessie's first role was part of the
consultant team working on the 5 year strategy. Most recently and
importantly, she’s led the Learning and Evaluation team in the past year to
do some significant baseline research and impact analyses of our grants and
programs across the movement. This is work that lays the foundation for a
great deal of our strategic vision and direction going forward. Thank you
so much, Jessie, for all your strategic leadership, but even more: thank
you for who you are, and the heart you’ve always brought to your team, WMF
and the communities we support.

We are hoping that Jessie will rejoin us when she’s completed this
brilliant opportunity at IDEO (she’s one of four chosen from over 450
applicants!). However, the work we are doing with all of you on impact and
strategic outcomes for the movement is urgent and will need to be ramped up
even further over this year. We will be opening up this position to lead
the L&E team soon, and keep you posted on it.

Jessie, thank you again for all your manifold contributions.

Adding my voice of appreciation to the outgoing members - Anders, Arjuna,
Mike and Yuri - for the extraordinary commitment and energy it took to get
this inaugural FDC off the ground, and functioning as well as it has been.
The Advisory Group's unanimous endorsement of the FDC is no little measure
due to the work all of you contributed. Thank you so much for everything
you put into it; I hope you gained immeasurably from the experience too
(beyond the jet lag and the complaints!). :-)

Thank you too, to Bishakha and Patricio and the rest of the Board for the
selection of the new appointees (and welcome, Anne, Dumisane, Matanya and
Osmar!). The movement was lucky to have such a strong pool of candidates
interested in the positions (and I hope this will continue to be true), but
it must have made the decision difficult indeed.

Looking forward to working with all the new appointees, and continuing to
work with Anders, Arjuna, Mike and Yuri in other ways.

Dear friends and colleagues,

Rod Dunican (currently the Director, Wikipedia Education Program at WMF)
has announced that he is leaving the Foundation at the end of this month.
We are truly sorry to see him go; he has been such a critical part of the
Wikipedia Education Program and strategy for many years including his
leadership of the team. We wish you the very best, Rod, and look forward to
hearing of your new adventures.

I am looking forward to working even more closely with the current
Education team: Anna Koval, Floor Koudijs and Tighe Flanagan. All three of
them have complementing skills and backgrounds, and have begun working
closely and effectively with each other and with the rest of the
Grantmaking team. With Rod, they have been working on an exciting shift in
strategy as they have moved from a more hands-on programmatic strategy to
becoming a facilitative hub in which the team supports different kinds of
local education programs. This has meant that the team has been working
with educational program leaders, volunteers and community organisers in
over 60 countries to map their education-related activities, successes and
challenges. The integration of the Wikipedia Education Program team into
the GLEE team also means valuable opportunities for the different grants
programs to work more closely to understand successful education programs
and to support them through grants and other resources. In particular, the
Education team’s focus on gender and geographic diversity as a strategy is
very much shared across the broader Grantmaking department.

[Wikimedia-l] [Wikimedia Announcements] FDC Advisory Group recommendations

Dear friends and colleagues,

As you know, the FDC Advisory Group met in Frankfurt at the end of May to
discuss the past two years of the FDC pilot process and to deliberate on
its future. You will be glad to know that they unanimously agreed to advise
the WMF Executive Director (ED) that the FDC process should continue, with
some suggested modifications and improvements.

Please find the main recommendations and thoughts from the Advisory Group
here.[1] The Advisory Group (AG) also decided to share an appendix with the
range of thoughts and opinions it had on some key modifications or changes
to the FDC; you will find that there was considerable diversity of opinion
with some of these ideas, but the AG felt it might be useful for Lila to
see the range!

As you know, the next steps will now be for Lila, as ED, to consult with
WMF staff and to decide with the Board on the future of the FDC. We hope
this decision will be shared with you by the end of July.

Once again, I'd like to thank all the FDC AG members for their
extraordinary work setting up the FDC and for their work on these
recommendations. As the Framework outlines, the FDC AG will formally
disband in September 2014.

The inaugural members of the AG were Richard Ames/Ariconte, Ting Chen
(former member of WMF Board), Jan-Bart de Vreede (WMF
Board), Thomas d'Souza Buckup/TSB, Peter Ekman/Smallbones, Sue Gardner (WMF
ED), Ali Haidar Khan/Tonmoy (WMBN), Crystal Hayling Philanthropy

Hi all,

It's been pointed out to us that the deadline for the Letter of Intent in
one place on the FDC portal (undergoing redesign) was June 8 rather than
June 1, and that caused some confusion. Our apologies. We're more than
happy to accommodate any organisations affected by this. Please let us know
if this is the case for you. We'll continue to keep the default option as
June 1, but leave time for organisations that have been working to a June 8
schedule.

Indeed, some of you have already reached out and asked for a little
flexibility; based on this, we'll confirm the final list on June 8.

[Wikimedia-l] Funds Dissemination Committee seeking nominations for new members

Dear members of the Wikimedia community,

The Funds Dissemination Committee Advisory Group (FDC AG) met recently in
Frankfurt to recommend to the Executive Director (ED) of the Wikimedia
Foundation whether the FDC - the nine member volunteer committee reviewing
annual plan grants or allocations for Wikimedia and allied organisations -
should continue or not, after the first two years of its existence.[1] The
detailed recommendations of the FDC AG will be shared with the Executive
Director and the community shortly, but we are happy to announce that the
AG recommends that the FDC continues to exist with some suggested
improvements to the process.

The final decision on the FDC will be taken by the ED and the Board of WMF
over the next few months (the FDC Framework’s timeline suggests August),
but the AG’s overall recommendation is a testimony to the deep commitment
and energy of the current FDC and the community members who have
participated in this unique peer-review grantmaking process. Thank you.

Without anticipating the ED and Board’s decision, we would like to move
forward with the process of renewing the current FDC with four
Board-appointed members of the FDC so that a full FDC is in place by August
2014. As per the Framework,[2] four of the current committee members will
be ending their two year terms in July, and four new members will be
appointed by the WMF Board to fill these vacancies.

I write to ask those of you interested in joining the FDC to signal your
interest on Meta by self-nominating by end of day UTC June 15.[3]  The
schedule for the nominations process is as follows:

* May 30 - June 15: Self nominations to join the FDC. Candidates indicate
their interest through a short paragraph about themselves, and respond to
an initial set of questions from the FDC staff

* June 1 - June 30:  Public question and answer [4] from community members
to candidates

* June 24 - July 3: FDC staff in consultation with the FDC Board
representatives (Bishakha Datta and Patricio Lorente) interview a sub-set
of nominated candidates

* July 3: Shortlist of candidates announced

* July 4 - 10: Decision on final four FDC candidates by the Board reps in
consultation with the full Board

* July 11: Public announcement to community of the four new members

* August: Based on the ED and Board’s decision on the FDC’s existence,
orientation of the new FDC at Wikimania

To be eligible to join the FDC, members need to meet the requirements
below, as outlined by the Framework.[5] They must:

* have sufficient time and dedication to commit to this time-heavy process,
including attending two 4-6 day face-to-face meetings (likely in mid-May
and mid-November) and be able to meet the expectations outlined in more
detail on the nominations page

* have a track record of constructive engagement in community discussions
and an orientation toward collaborative problem solving

* be able to set aside any conflicts of interest and work towards the
mission goals of the Wikimedia movement without considering individual or
organizational interests

* be over 21 years in age and over the age of majority in their home country

* be able to work effectively in English (note that full fluency is not
required)

* present to WMF appropriate personal identification

* Staff / board members of entities requesting funds from the FDC may serve
on the FDC;

however, they must recuse themselves from deliberations pertaining to their
entity's application.

The *skills and attributes* being sought for in FDC members include:

* Experience directing or evaluating programs;

* Grant-making expertise (either as a grantee or grantor of funds);

* Exposure to, understanding of, and personal credibility in the Wikimedia
movement (experience across different Wikimedia projects as well as
experience in programs, chapters, or administrative roles within the
Wikimedia movement);

* Gender, geographic and linguistic diversity.

There are no term limits for FDC members, and current members may choose to
re-apply for the FDC. The members whose terms end this July are Anders
Wennersten, Arjuna Rao Chavala, Mike Peel (current Secretary), and Yuri
Perohanych. The members who continue on the FDC for another year are Ali
Haidar Khan (current Vice-Chair), Dariusz Jemielniak (current Chair),
Cristian Consonni, Delphine Ménard and Sydney Poore.  More information

We’ll hold IRC office hours to answer questions, particularly for those of
you interested in joining the committee. Current FDC members may join these
office hours, based on their availability. Office hours will be held on the
#wikimedia-office channel on Wednesday, June 4 at 0:00 UTC and again later

not involve grants from WMF, and WMF's role (as Lisa explained) was as a

Hi Pavel,

Thanks very much for clarifying the way you're thinking about the process.
It sounds like we're heading in the right direction together. :-) We'll get
feedback from everyone at the WM Conference, and use it as inputs into the
FDC Advisory Group meeting.

I'm not sure that the FDC process itself needs a 'start from scratch'
approach, when the entire mechanism was debated vigorously by the community
two years ago, and we've been steadily implementing suggestions from
everyone involved as we've been working on it since. After all, at the end
of the day, it's a community-based *operational* mechanism for allocating
funds to Wikimedia organisations, and the FDC and staff have always been
open to improvement. And of course, there's always more we can do as we
balance accountability with simplicity and ease. The more important and
broader issue is not operational, it's strategic - and there I agree with
you: there's a larger conversation to be had around the goals of the
movement and how we achieve them. Like Dariusz said, though, that's a
conversation that should include a wide cross-section of our community.

I'm happy to work with you on planning an effective session at both WM
Conference and during the FDC Advisory Group. And I look forward to having
a strategy track at Wikimania this year that can incorporate these broader
questions that matter to all of us.

Foundation's contractor-based efforts in Brazil to a 10-month ~$500k
partnership grant to a Brazilian non-profit named Ação Educativa.

==Details==

As announced in the "Narrowing Focus" plan approved by the Wikimedia
Foundation Board of Trustees in October 2012,[1] the Foundation has been
moving away from the model of catalyzing growth in the developing world via
teams of contractors working for the Foundation, toward a model of
partnering with local non-profit organizations interested in carrying out
mission-aligned work, with funding from WMF via a partnership grant.

This was done in India, where the partner chosen was the Centre for
Internet and Society (CIS). While this was, and continues to be, the best
possible choice we could have made, the process did not have the extensive
community consultation we would have otherwise preferred.

With the WMF Brazil team led by Oona Castro, we took care to be much more
thoughtful and measured, with a full community consultation process.  After
several months of initial mapping of potential and likely local partners,
we identified two organizations in February 2013[2], one of which was Ação
Educativa[3] (literally: educational action), an established and respected
Brazilian non-profit dedicated to promoting education -- including the right
to education -- and youth in Brazil.

After a series of discussions over March and April between the WMF team,
and Ação, some of which were also attended by Brazilian editing community
representatives,[4][5] Ação was determined to be the most promising local
partner, and work began on designing a vision and a work plan to be
presented to the WMF as a basis for a partnership grant.

The plan was developed, alongside the Brazil team's ongoing work (primarily
on the Education Program and data analytics and research), over the next
few months, and in late August was ready for community review (in
English[6] and later in Portuguese[7]).

Starting September 20th 2013, community feedback was officially solicited
on-wiki at the Portuguese Wikipedia, on mailing lists, and on Meta.[8]
 Much feedback had been given in the preceding months, in face-to-face or
verbal conversations via teleconferences, and has not been captured
on-wiki, but has been worked into successive revisions of the proposal.[9]

In mid-October 2013, taking into account community feedback and WMF's own
review of the proposal (itself carried out on several successive drafts of
the proposal), WMF decided to award the grant to Ação, which agreed to hire
the Brazil contractors.[10]  The grant period is 10 months, from November
1st 2013 to August 31st 2014.  The team at Ação will be reporting publicly
every three months for a total of three quarterly reports, and at the end
of the grant period, will provide a final impact report.  The grant does
not carry a promise of future funding, although under the partnership grant
model, Ação could apply for another year’s grant before entering into the
FDC process for annual plans.  From the Wikimedia Foundation's side, the
grant and the relationship with Ação will be managed by Asaf Bartov, who is
also managing the partnership with CIS in India.

The Brazil team -- Oona Castro, Henrique Andrade, Celio Filho, and Rodrigo
Padula de Oliveira -- are no longer WMF contractors, and have been working
for Ação Educativa since the beginning of November. Oona has shared a draft
of a retrospective report about the team's activities in the past year.[11]
 As of this writing, some of it is still only in Portuguese.


I’d like to thank the team (including Everton Zanella Alvarenga, the former
Education Coordinator) for their continued commitment to the Brazil
community and to the Wikimedia movement. I’d particularly like to
appreciate Oona, for her skilful and transparent leadership throughout the
transition, and her dedication to Wikimedia principles and goals.

We are very excited about the prospects of this partnership with Ação
Educativa, a truly like-minded organization dedicated to spreading
knowledge, and look forward to a fruitful relationship with excellent
impact on our strategic goals.

Hi Pavel,

Thanks very much for the thoughtful feedback from WMDE on the FDC. We
certainly want to be (and hope we are) wiki in nature: a work in progress,
with continued room for improvement. So I think the FDC, the FDC Advisory
Group (of which you are a member, of course), the Board and the staff will
all be considering these comments as we move forward.

I want to be equally thoughtful of the fact that we already have a number
of processes in place that are part of the FDC Framework - and that the FDC
and staff have expanded upon in the past year and a half - and that are
designed to incorporate feedback of this kind. I'm also conscious that the
FDC will be in the middle of reviewing Round 2 applications in April, and
it would be difficult on them - and the applicants - if we were to do an
intensive process of consultation with all 9 members and 2 Board
representatives at the time. Most significantly, we have a meeting with the
FDC Advisory Group (FDC AG) planned, as you know, for end May, in which we
are scheduling a time to overlap with the FDC members, so that feedback in
both directions can then be incorporated into the FDC Advisory Group's
recommendations to the WMF ED and Board as per the FDC Framework.[1]

As a reminder, the FDC AG was meant to have had a meeting in March this
year, to recommend the continuance of the FDC or not. On consultation with
the AG late last year, we decided to move this meeting to May, so that it
would be at the end of two years and four rounds of the FDC, and could have
useful input from both FDC members and all participants. According to the
Framework, this counsel from the AG will then feed into the WMF ED's
recommendation to the Board, on the FDC's continued existence and its form
(due, according to the Framework, roughly in mid-August this year).

The current members of the AG are Richard Ames/Ariconte, Ting Chen (former
member of WMF Board), Jan-Bart de Vreede (WMF Board), Thomas d'Souza
Buckup/TSB, Peter Ekman/Smallbones, Sue Gardner (WMF ED), Crystal Hayling
(Philanthropy Advisor), Christophe Henner (WMFR), Kathy Reich (Packard
Foundation), Pavel Richter (WMDE), Osmar Valdebenito (WMAR) and Stu West
(WMF Board).[2] Since I replaced Barry Newstead, I will host and facilitate
this meeting as he did the original FDC Advisory Group, with support from a
small sub-committee of the AG.

I had originally planned to ask this sub-committee of the FDC AG if they
would be willing to lead an on-wiki conversation post the WM Conference
that would feed into the meeting in May, but this conversation pre-empts
that, somewhat, so here would be my suggestion for a practical and
constructive way to move forward:

* We have a full and frank conversation at the Wikimedia Conference - as we
did last year - with everyone interested, on the FDC process and
constructive suggestions for improvements. We do this with two FDC members
and staff present, and take detailed notes.
* This feedback will then be shared with the FDC Advisory Group when it
meets in May. We are planning to have the FDC members overlap with the FDC
AG for half a day so that there is collective sharing, after which the AG
will consider all the different inputs that we have collected so far:
feedback from the many F2F meetings, including site visits; the anonymised
surveys we have conducted after every round of the FDC recommendations; the
ongoing progress reports and program evaluations; and the many
on-wiki/email/phone/skype/IRC conversations we have had with each
organisation throughout the FDC process.

All of these suggestions could then usefully feed into the FDC Advisory
Group's recommendation to the WMF ED and Board, and in time for shaping the
next year of the FDC process. I'm hoping that the AG will be able to share
its recommendations publicly, soon after its meeting, which can then
continue this conversation much more constructively on-wiki.

It's worth all of us remembering that the FDC process - supporting the
annual plans of Wikimedia organisations - is ultimately meant to have
impact on our online Wikimedia projects. We are all shared stewards of
movement resources, and having the contributions and thinking of different
community members is therefore critical. I would rather not turn to
Wikimania as the only place to have this conversation however, instead
seeing it as the space at which we can perhaps present the recommendations
of the Advisory Group, and include a broader conversation about the
movement's goals and how all Wikimedia organisations can support achieving
those goals better.

I'd be glad to hear your thoughts on this, both as WMDE ED and as a member
of the FDC Advisory Group.

Dear friends and colleagues,

The 2013-2014 Round 2 FDC timeline and all associated dates are being
pushed back by one month. Here are the key date changes:

* Deadline for entities to meet eligibility requirements: 15 March 2014

* Proposal submission deadline: 1 April 2014

* Community review period: 1 April 2014 - 30 April 2014

* Staff assessment deadline: 8 May 2014

* FDC recommendations due: 1 June 2014

* Board decision due: 1 July 2014

This change in dates has been made for a few reasons. First, it allows for
the FDC and community to review the annual plan and budget of the WMF. As
you know, WMF participated in the first year of the FDC process in Round 1
(October 2012). While this was important, the process ended up being
complicated for both the FDC and WMF. WMF used a (no longer in use)
distinction of ‘core’ and ‘non-core’ activities, and shared only the
‘non-core’ portion of its plan in the FDC proposal, rather than its entire
annual plan (as did all other entities). The timing of the WMF proposal was
also difficult; the allocation was made retroactively at a time when the
annual plan was already six months into implementation. While the FDC and
WMF agree that WMF should continue to participate in the process, they also
agree that participation in Round 1 is not a viable solution.

The FDC and WMF have been discussing how the WMF can be part of the FDC
process in a way that is meaningful and allows for a robust community
review. While the exact details are still to be confirmed, both agree that
the best way forward is for the WMF to participate in Round 2 of the FDC
process. This approach also allows for community review of the WMF plan
through the FDC process, before the FDC recommendations and Board approval
of the WMF annual plan.

However, given WMF’s size, the first version of the WMF plan and budget is
only ready by April (the planning process begins after a six month
retrospective is analysed by the WMF Board in January/February, and
strategies for the next year are approved). Therefore, pushing back the FDC
timeline by one month would allow for version 1 of the WMF annual budget
and plan to be submitted for FDC and community review.

In addition, we consulted with entities that were likely to apply in Round
2, in order to check their preference: they informed us that pushing the
dates back by one month was, in fact, more convenient to them as well.
Overall, this timing will create an equal 6 month spacing between the two
annual plan/FDC cycles as opposed to the current 7 month / 5 month
timeframe.

We will be updating all the FDC documentation with these new dates,[1] but
this is a heads up particularly for those intending to apply for Round 2.

About Sue, Stephen, Frank and Asaf's sessions, the staff assessments are
the only inputs to the FDC process that are designed to be public at this
time. And of course, the key output that is public is the FDC
recommendations text (to be published by e.o.d December 1).

Just as FYI, the term 'presentations' may be a bit grandiose: many of these
will be conversations around specific queries the FDC may have. Frank and
Asaf's inputs on programmatic work and grants compliance are specifically
designed to help the FDC with proposal review. However, Sue and Stephen are
not offering any inputs into the proposal review: Sue will probably share
her thoughts on the ED transition, the FDC annual report and any other
questions the FDC may have, while Stephen is supporting the FDC in
understanding good practices around CoI issues.

Thanks for asking. The FDC and WMF are currently in conversation about
exactly what this looks like - so stay tuned for the details :-) - but yes,
in principle, WMF will be submitting its proposal to the FDC in Round 2 of
the process (for the annual plan 2014-15).

Hi Rupert,

The ~200,000 USD Asaf mentions is the total of the grants we gave to five
GS chapters in the last fiscal year (to WMAR, WMIN, WMMX, WMVE, WMZA). Of
the overall 5.65 million USD we gave out in grants last year, the total to
the Global South was ~470,000 USD (including the grant to CIS India, IEG
grants, travel and participation grants and scholarships).

Thanks for the question, Nemo (and for the response, Kevin). I think this
is one of the issues I hope to work out with AffCom and others in the
months to come - whether local organisations like CIS (in India) become
recognised as Wikimedia partner organisations. My understanding was that
the original premise in the affiliation model may have been to consider
global organisations as partner organisations in this fashion, but we need
to confirm how the model will work now that we have some real life
examples. In any case, we'll make sure to figure out the appropriate way to
establish the legitimacy and eligibility of orgaisations such as these so
that they can apply to the FDC for annual plan funding going forward. Stay
tuned. :-)

[Wikimedia-l] Updates from the WMF Grantmaking department

Dear friends and colleagues,

This message is to announce that the names of the Wikimedia Foundation’s
grants programs are being changed to better reflect the purpose and
function they serve, while the names of the volunteer-driven committees
that serve these programs remain unchanged. We hope this will help any
current and future applicants to these programs understand their purpose
better at a glance, while keeping the continuity of names (a.k.a beloved
acronyms!) that our movement is already familiar with. :-)

Last year was a significant year for Grantmaking at the Wikimedia
Foundation, particularly through our narrowing focus exercise, in which we
emphasised that the Foundation will support the growth and development of
Wikimedia communities through the main platforms of technology and grants.
We moved from being a small team primarily led by Asaf and supported by
Winifred, to being a stand-alone department at the end of the year. The
Funds Dissemination Committee and the Individual Engagement Grants were
launched, with dedication and commitment from every community member
involved.

Now that we’ve moved into the new fiscal year of 2013-14, one of the
Grantmaking department’s efforts this year will be to improve the structure
and design of our grants programs so that they're effective in supporting
different constituencies and needs of our movement. This is the focus of
the first quarter of the year for our team, including developing much
clearer communication and guidelines for good proposals and reporting,
criteria for assessment of the proposals, and building out a back-end
grantsmanagement platform. We will be keeping you posted on this, and
welcome
your comments and suggestions for improvements.

In the meantime, part of our effort is to be clearer about what our
grantsprograms are *for*, so that their functions are pretty apparent
at first
glance.[1]

1. Annual Plan Grants/Funds Dissemination Committee (FDC): The grants or
funding that the Funds Dissemination Committee (FDC) allocates will be
called Annual Plan Grants, since they are essentially general support
grants for the annual plans of eligible entities.  The name of the FDC -
the committee itself - stays unchanged.

2. Project and Event Grants/Grants Advisory Committee (GAC): The name of
the Wikimedia Grants Program (which made sense when it was the only
grants program
we had) is being modified to Project and Event Grants, which reflects the
purpose for which they now exist. Again, the GAC - as the advisory
committee - remains unchanged in name.

To be clear: chapters and other groups that have projects and programs that
need support for up to a year - including project management support (for
e.g. part time staff or administrative costs like payments to an accounting
firm) - can continue to apply for project grants under this program. In
fact, they may be consolidated such that these grants essentially support
most of an organisation or group's programmatic work. While some Wikimedia
entities may choose to apply to the FDC because they want full time support
for substantial operating and programmatic costs, others may wish to opt
for the agility of project grants that are simpler to apply and report for,
and can be accessed any time of the year.

3. Individual Engagement Grants/Individual Engagement Grants committee
(IEGcommittee):
This name will stay unchanged, as does the name of the IEG committee. The
program is meant to support individual Wikimedia contributors or small
teams, to lead projects with online impact. Over this next year, the
Grantmaking team would like to see more resources going to the core of our
contributing community as effectively as possible.

4. Travel and Participation Support:  This program name changes to Travel
and Participation Support, from simply Participation Support, to make clear
that these grants are for travel related to active participation in
non-Wikimedia events. We are thinking about the purpose of this program
more closely, so that we can deepen its impact, and will be working on this
with our team (and our partners like WMDE and WMCH) over the next few
months.

In addition, we are moving our Brazil catalyst program into a ‘Partnership
Grant’ model as we did with India last year. I will be sharing more details
on this in the next few weeks, but essentially, Partnership Grants will be
with significant allied organisations - particularly in the Global South -
who support our communities in expanding reach and participation. These
grant proposals will go through substantial on wiki review by the local
community (for e.g. the Brazilian PT community), and then a short review by
the global Wikimedia community. After this, the proposal  will be approved
(or not) by the Grantmaking team, primarily Asaf Bartov and Anasuya
Sengupta. This model is likely to be used sparingly, and only when the
opportunities offered by an allied organisation are significant to the
growth of a community. We hope

FDC, we had agreed that there would be no Letter of Intent (LoI) required

Dear all,

As you know, we recently re-named the Global Development department at the
Wikimedia Foundation, as the Grantmaking and Programs department. The
Grantmaking team is committed to supporting our community and meeting our
shared goals at the different levels of contribution - whether individuals,
groups or organisations -  and we will be working with you over the next
few months to deepen our strategies for doing so, and for evaluating our
impact.

In the meantime, however, I am delighted to announce some changes to the
Grantmaking team that reflect this commitment. Siko Bouterse [1] needs no
introduction to most of you, having worked at WMF since 2011, most recently
coordinating the Fellowships program. Siko is coming on to the Grantmaking
team as Head of Individual Engagement Grants, a program that will support
individual or small team projects for online impact. This is to be launched
later today... watch out for Siko's announcement and details of the
program, coming soon to a wiki near you. Siko will also shortly be taking
on the responsibility for the Participation Support Program (which WMF and
WMDE fund together), and supporting the documentation and analysis of our
project-based grants. We are really pleased to have Siko's experience and
insights on our team.

Katy Love is new to the team, the organisation and the movement, but I have
no doubt that her experience and insights, as well, will help us be more
effective. Katy has just joined us as the Senior Program Officer for the
Funds Dissemination Committee (FDC) [2] with a passion for strategic and
impactful grantmaking, participatory collaborative work, and transparent
decision-making. Her background spans philanthropic activities and NGO
programs, systems, and operations. She spent the last four years at CARE
International with the Emergency Capacity Building Project, a collaboration
between six of the largest NGOs, aimed at improving humanitarian response.

Please join me in welcoming them to our team!

[Wikimedia-l] [FDC] 12 FDC proposals open for community review; deadline e.o.d UTC October 22

Hi everyone,



As most of you know by now, the first round of the Funds Dissemination
Committee is now underway! We’ve had many entities submit proposals, and
now it’s time for the hard work of evaluating these proposals and making
recommendations on a funds allocation to begin. The FDC and FDC staff are
both in the process of doing just this. The staff, in particular, will be
completing the Staff Proposal Assessment forms over the next few weeks, and
the FDC will be meeting at the end of the month (October 28-31) to discuss
and deliberate on these proposals. The deadline for the FDC recommendations
to the Board is November 15.


We hope that you will all be involved with this process as well between now
and October 22nd (over the next two weeks). *The proposals are open for
community commentary, and we ask you to read and review the proposals and
provide questions, comments, and other feedback on the respective proposal
talk pages*. While the deadline was October 1, we found that with this
being the first ever time we were doing this process, we had requests for
an extension of the deadline (WMFR) as well as partially completed
proposals (WMAT and WMAU, as well as WMIT and WMPH). We asked all these
entities to either withdraw or explain the delays on the Discussion page of
their proposal hubs. We are being flexible about the deadline for this
first time, as it is a learning process for all of us. We believe that
*deadlines do matter* and want to be respectful and appreciative of all the
entities that did close their eligibility gaps and submit their proposals
on time: congratulations to you all!



For now, WMIT and WMPH have withdrawn their proposals, and we have 12
completed proposals [1]. While the community review process is meant to be
two weeks as per the Framework [2], we have extended this period in order
to make sure this process is as vibrant and effective as possible. We
understand that proposals in English are always going to be a constraint
for non-English speaking community members, and that is a movement-wide
issue that the FDC cannot solve immediately; we do ask for your patience
and generosity on this front. Please reach out to others who might help you
with this, and start reviewing soon so that the entities can see and
respond to your comments right away. Your feedback will be a critical part
of the proposal review process, and we hope that you will be active
reviewers of the proposals.

Dear all,

Thank you very much for sharing these concerns with us - and thank you,
Anders, for responding so promptly!

While the deadlines for proposals has been very clear from the start - in
the framework, and in mails shared with the community - I want to
acknowledge that as primary FDC support staff, I *did* miss sending out a
reminder last week (I thought I had, but realise to my horror it's still
sitting in my drafts folder!). My apologies for that. I had also
(mistakenly, as it turns out) assumed that eligible entities would be
looking at the FDC portal regularly, where the landing page very clearly
has deadlines mentioned. I will certainly do better around deadline
reminders the next time round.

However, chapters have been in touch with Garfield, Christine, Asaf,
Winifred, Meera and me over much of the past few months, and I believe we
have been prompt over responding to any concerns, and about reminding them
of deadlines.  In particular, I know that the forms have been giving people
some trouble, and Heather, who's been designing and maintaining the FDC
Portal, has also been very responsive to those concerns. In addition, we've
pro-actively reached out to many of you to help us design and improve our
processes and our forms, and we have very much appreciated the excellent
feedback, and incorporated it wherever possible.

We can obviously do better still, and would very much like to: this is the
first time we are all doing this together, and we are learning what works
and what doesn't. As Nicole said, I believe that the Ombudsperson is
actually the correct person to address any process related concerns and
comments to, particularly if we wish to document them for future learning
and improvement. However, anyone should feel free to reach out to staff at
the same time, so we can address concerns as quickly as possible. In

[Wikimedia-l] The launch of the FDC portal, and Round 1 of the FDC proposal process

Dear Wikimedia Community,

I’m pleased to announce the launch of the Funds Dissemination Committee
(FDC) portal [1] today (August 1, 2012 PDT). The FDC Proposal form is
available for all eligible entities to use immediately, and can be created
by going to the main portal page and starting at the “I am ready to begin”
section. (For some guidelines, see here [2] for a sample proposal.) The
deadline for finalised proposals in Round 1 of the FDC process is October
1, 2012.

As all of you know, the Eligibility Status [3] and Eligibility Checklist
[4] tables - laying out current eligibility and compliance requirements for
the FDC process - were shared with the community last week. Based on this,
chapters/entities interested in applying for Round 1 of the FDC process
should work to close their eligibility gaps, and contact Garfield Byrd (WMF
Chief of Finance and Administration) for any clarifications.

We have done our best to design the portal to be as accessible and
informative as possible. Some aspects of the portal are still being built;
we ask for your patience as we finalise these. Once the members of the FDC
are nominated by the Board in early September 2012, the portal will also
introduce you to the new FDC and the Ombudsperson, as well as the two
non-voting Board members serving as observers on the FDC.

We welcome comments and suggestions from the community to improve the FDC
portal and the information it contains! We request that you leave
suggestions for changes on the page for Questions to FDC support staff [5],
or on related Talk/Discussion pages. We want to avoid too many changes on
those pages in the short term, to minimize confusion for entities sending
proposals to the FDC.

In particular, we hope that all chapters/entities that would like to apply
for FDC funds will be in touch with us  to let us
know of any suggestions or concerns they may have during this process.
