this mean WMF will only do core programs and shut down all other?

There are no new requirements in this process, the reports requested
reflect the reports needed by the chapter agreement and the FDC process.
 As for format of the 2012 activity report, I suggest you look at chapter
reports http://meta.wikimedia.org/wiki/Reports to see what presentation
and format may work best for your chapter.  As for the financial report,
you always have the option of using the short form financial
reporthttp://meta.wikimedia.org/wiki/File:2012_ShortFinancialReport.pdffor
the FDC process as WM France did, to reduce the impact of translating

in the board apparently. I hope you will be able to share the outcome of
that discussion to remove any uncertainty that may have remained.

I do agree that there was no major change in how the annual plan was
handled this year - but I tried to put things in a perspective. The WMF did
not try to 'compensate' the lack of FDC process this year by for example
publishing the draft annual plan or financial plan earlier in the process
for community review. I remain of the opinion (also towards chapters) that
sharing early drafts to what they consider their memberships is often a
good thing.

since the fiscal year was fully started, people had been hired and even
paid for, I don't think it would have been possible for them to make
serious cuts. By the suboptimal process that was followed, it was

The WMF budget for 2012-2013 was reviewed by FDC in Round 1 in October 
2012. It was a rather confusing and unsatisfactory exercise as the 
budget was already approved by the Board. But with the decision on 
narrowed focus, made two days before our meeting, we could anyway give 
some type  of blessing of the budget (but not with full consensus - 
the only case as yet).


In our meeting for Round 2 in April this year we had not received any 
proposal from WMF, and we had two special sessions re WMF and FDC, first 
with Sue and part of the Board and the other just FDC with  Garfield 
supporting us with numbers etc. Neither of us in FDC, WMF or the Board 
saw any use of repeating the review of WMF budget in Round 1, as we did 
last year, and we agreed instead to get process in place for a a proper 
review/dissemination in Round 2 for the budget of 2014-2015. And FDC has 
since then stated some basic thoughts what this should look like.


This means FDC will do no reviews of dissemination of the 2013-2014 
budget for WMF. Also to remember we have an extreme tight schedule for 
the upcoming round with 15-16 applicants with no extra time to spare.

*FDC have stated it want to have a proposal from WMF covering both 
the total and also some pinpointed programs in their budget with with 
money numbers for its budget for these pinpointed programs. How to 
pick these and if it also should be the total is still open. As it is 
only early next year this has to be resolved we will now wait until 
we have handled Round 1 before we continue this issue


We miss out this year but think it is more vital to get it right 
for 2014-2015

Thanks Anders for sharing this update. Out of curiosity, was this already
shared elsewhere?

To comprehend the situation fully, what does this mean for the WMF budget
for 2013/2014? I mean, to put things a little in perspective:
* The annual plan was not shared until some days into the year (Sam was not
even allowed to share the summary I believe?)
* The financial details were also not shared (nor was any input asked I
believe to the community?)
* There will be no afterwards-rubberstamp-kind-of-approval by the FDC for
non-core activities

While I agree that the procedure followed last year was much left to
improve on in many ways - the situation for this year seems even less
satisfactory with regards to the WMF budget. Does this mean the WMF will
not do anything outside the core? Or will it simply not request funding but
assume approval as the board already approved it? And what effect does this
have on the available funds for the FDC? (this is probably covered in the
annual plan - apologies for not getting around to reading that yet, I saw
little point yet as it is after the fact anyway)

 any use of repeating the review of WMF budget in Round 1, as we did last

 since then stated some basic thoughts what this should look like.

 This means FDC will do no reviews of dissemination of the 2013-2014 budget
 for WMF. Also to remember we have an extreme tight schedule for the
 upcoming round with 15-16 applicants with no extra time to spare.

  *FDC have stated it want to have a proposal from WMF covering both the
 total and also some pinpointed programs in their budget with with money
 numbers for its budget for these pinpointed programs. How to pick these and
 if it also should be the total is still open. As it is only early next year

followed by discussion on Meta.  This will definitely improve.   The
idea proposed by the FDC, as I understand it, is that starting in
2014, the WMF will publish a draft of its budget and plan in time for
FDC round 2, on Meta -- with all that entails, including the community
review period.

 * There will be no afterwards-rubberstamp-kind-of-approval by the FDC for
 non-core activities

I am unclear on this point.  I believe that FDC review of the WMF plan
is always valuable.  Even if the WMF were doing nothing outside of the
core, I would appreciate feedback from the FDC on how we were defining
'core'.

Your comment about 'afterwards...kind-of' and 'rubberstamp' are
unfounded here: the $4.5M that the WMF requested last year was
line-itemed as a separate part of the budget, and it was clear in the
annual plan that this would depend on the FDC outcome.  And the WMF's
proposal was approved, but not unanimously.

I must say I'm surprised from the new requirements. Eligible entities of
last year now need to send by 15 September documents about 2012 - a year
that is totally unrelated to the FDC process that started only this year?
Why it been decided only now?
 We are not hiding a thing, but not only by 30th July we need to send FDC
Q2 report, by 1st October annual plan budget for 2014, and by 31 October
FDC Q3 report.. Hey, not everyone are big chapters, and we are really need
time also to *work* and execute the program we asked the money for...

So financial report can be translated from the financial report we sent to
the Israeli authority (again, more money spends on translation as probably
our employees don't have time for that and have other paper work, and this
is also going to work if there is no special format and different numbers
and metrics requsted by the FDC and not different from what we already have
on the report we made..). But about the 2012 activity report? What format?
what information need to be there? this is totally something we need to
collect from start and mean more administrative work.

As far as I understand, the activity report is a requirement in the
chapters agreement, which the WMF is finally starting to take somewhat
seriously. (§8 [1])

But otherwise I agree that the FDC process requires quite a bit of time
spent on it throughout the year.

Garfield correct me if I'm wrong, but I remember that WMF said that
even an automated translation of the annual report was fine, same was
for the financial report.

Is that still the case or do you need human translation?

As, as far as I know, most entities are already doing an annual
activity and financial report, automated translation wouldn't burden
entities much.

Hi Itzik,

Some administrative burden (reporting, accounting for use of funds,
etc.) is part of almost any grant or external funding. On the surface,
this doesn't seem unreasonable. It does seem like it can be difficult
for entities who have not received recent or substantial funding to
meet the requirements when they don't have the money to pay for
administrative help. Perhaps chapters in that situation should ask for
small grants for that purpose in the run up to FDC qualification, and
then build future admin costs into the FDC proposal?

view I don't think it was sent to both lists. We have a privacy setting on
some lists so if you send an email to a private mailing list and a public
one then Mailman will not allow the email to go through as a layer of extra
protection. Internal-l is set as one of those private lists.

FDC have on ongoing dialog and discussion with WMF and the Board on how 
to handle WMF, as we in FDC want WMF to be handled a all other entities 
as far as is reasonable, recognizing some unique differences between WMF 
and other entities.


In this discussion that is still ongoing, we have agreed
*WMF shall be handled in Round 2, so they are treated before their 
budget year begins as for all other entities

also
*FDC have stated it want to have a proposal from WMF covering both the 
total and also some pinpointed programs in their budget with with money 
numbers for its budget for these pinpointed programs. How to pick these 
and if it also should be the total is still open. As it is only early 
next year this has to be resolved we will now wait until we have handled 
Round 1 before we continue this issue


We miss out this year but think it is more vital to get it right for 
2014-2015
