Thanks Surya and Srikanth.

We are concentrating on the documentation of all available resouces, book
info, writer profiles of the contemporary writers and writings. Once this is
all set will concentrate on WikiSource. With a limited and less-active
community community activism is the first task, after community building is
done we will concentrate on WikiSource and many more projects.

Vickram, in my opinion and that of a friend, asking for a voluntary
license (18,19,30A) along with the fact that it is a transformative
use is probably the best bet. If not, fair dealing but that does leave
us open to a legal challenge. Aside from this, there is the issue that
even if we did get a license, we then do not have the ability to
re-license it out under a CC-BY-SA license as required by Wikipedia
and that would also run afoul of the fair dealing clause.

I second Bence, and would like to quote to you from the chapter creation
guide:

Step 3: Run a pilot program (Optional step)

So, you have some interested Wikimedians, and you have some basic idea about
the kinds of activities your group would want to have as an officially
recognized Wikimedia Chapter.

This is a perfect time to *run a pilot program*, which will give your group
a concrete experience with running Wikimedian activities/events, strengthen
the group's internal cohesion, increase motivation, and potentially draw in
additional activists.

Here's a little secret: *Nearly all activities and programs performed by
chapters can be performed by non-chapters*. Aside from fundraising and
certain types of government outreach, any group of Wikimedians with the will

Broadly speaking, any data collected with the use of public funds cannot be
restricted for use from any member of the public.

Having said that, even copyrighted information may be free to use, after all
that is precisely what copyleft is. However, the use of copyleft is not
commonly applied to textual information other than manuals attached to or
related to copylefted software.

Given the lack of public discourse in the area of copyleft in India, I have
my doubts that the census data is copylefted. However, more information is
needed. Mere mention of copyright is insufficient to prevent its lawful use
and reuse for the public weal, without specifying the restrictions implicit
or explicit in the specific license.

If any government body objects to the use of census data for any purpose
relating to the public weal, I believe that there will be a strong case for

What happening now here is the splitting of community spirit.
Wikimedia Movement in india is anyway unite and active irrespective of the
presence and activities of chapter/ chapters
And all Indian projects (irrespective of language) achieved a lot of
momentum even without initiating a chapter.
The purpose of Legal bodies is to stregthen this growth by using its
resources and time in various ways.
Leave the number of chapters we need to chapter approval bodies of wikimedia
foundation.

Since Delhi Wikimedians raises the concerns  about absence of India
chapter's attention to North India/hindi speaking community, it is an
important area of concern for the current chapter to wipe off that feeling
through its activities, irrespective of whether they are applying for a new
chapter or not.
This list is anyway to share developments in each wikipedias , and to share
best practices
So lets close this discussion here and  continue as the same productive
active community of free knowledge activists in India

As someone who follows this list and occasionally joins in, I don't find 
this discussion productive. In the interests of getting on, may I please 
request you to stop for the time being. There is a lot of excellent work 
being done by everyone who has contributed to the thread, and while 
disagreements have been expressed, we have to learn to deal with 
differences politely -- over-stressing an argument usually only makes 
the disagreement deeper. Maybe we should all step back and chill a 
little, perhaps even discuss all the other things that are going on :)

Hmm, My dear friend these status vary from time to time, They did it without
a chapter but we want to do this with a chapater.We may learn from each
other but its not compulsory. Still hindi is ahead in many fields.We want
Excellence.Only having largest number of users don't make us excellent.We
have to do good in every field if we want excellence.Every body have to
learn more and more my friend at WIkipedia thats why we are working here.

This is going nowhere... and lots of misconceptions !!!

I just cant help myself commenting... Hope some sense would prevail over a
period of time.

As a fence sitter, it pains a lot when I see these kind of mails going back
and forth as part of a thread, related to a community as cohesive and
closely knit as wikipedia is.

Yes, Hindi is at second position among Indian languages.
Malayalam is first.
They did it without a chapter.
And workshops and activities aren't a waste of time.
That's how things got done in the Malayalam wikipedia.

You have a lot to learn my friend, a long long way to go.

Thank you for your suggestion!, we always love to learn from other.Let me
tell you that we all are creating content. We just sent a mail to delhi
wikimedians to join this chapter Initiative I don't know why this discussion
went so long.We just told our purpose and we don't care that what anybody
outside of our Community is doing, We just want to grow our community and
Langguage Projects.Hindi is the Largest Language of India with about 45
crore Hindi Speakers.We are not Competing with Local Indian Languages, we
want to compete with other biggest languages of the world.That's why i used
the term "Excellent".We didn't waste our time in workshops and meetups,
Inspite of this we among the Top Indic Wikipedia Project by number of Active
users.

Executive Committee has been working on several fronts to quickly
operationalising the chapter. I am glad to share with you the highlights of
the same.

 Membership

   - *Individual:* We have opened Individual Membership of the chapter last
   month. I am glad to report that we have received over 30 applications as of
   last week. As already announced, Ashwin Baindur was the first to sign up
   with conventional payment(Cheque payable at par at Bangalore) and Pranav
   Curumsey was the first one to sign up using NEFT/online transfer mode. We
   have reviewed the filled in membership forms and made minor updates to the
   form. The Revised

updated on Wiki. The membership cards and receipts are under process
for
   the applications received as of May 31 and are expected to be sent within a
   week.


   - *Institutional:* We are ready to accept Institutional
Membershipapplications
now. I request all community members to help enroll
   Institutional members as well.

 Wikipedia Chapter Brochure Design Contest

   - We invite you to design a brochure for Wikimedia chapter in English and
   native languages and are happy to announce a contest for the same. The rules
   and regulations are as follows
  - Contest open to all Wikimedians either individuals or team of upto 3
  wikimedians.
  - Name of the contributors to the winning entry will be credited on
  the brochure
  - The design has to reflect the language diversity of India and have
  pictures or graphics representing India
  - A sample
designis
available to provide rough guidance and also for use as interim
brochure.

  - A print ready file with good quality/resolution should be made
  available
  - The design should be easy to extend to other Indian languages, by
  substituting few pictures and textual content. A sample design
for a native
  language should also be made available.
  - The original file should be released as per CC-BY-SA 3.0 license
  terms

 City and Language SIG subcommittee

   - We are forming City and Language Special Interest Group
subcommitteeof
the chapter and invite all Wikimedians to participate in them. The
   guidelines are as follows:
  - A chair person of each SIG (City/Langauge) can only represent either
  a city or a language
  - Self nomination with recommendation by others or nominations of
  others and acceptance by such nominated individuals are allowed.
  - Chairs of such subcommittees will interface with one EC member
  charged with City/Language SIG
  - All such Chairpersons are required to apply for membership of the
  Chapter at the earliest.
  - As we just started membership drive, the process is now open for
  community. In future, the process may be restricted to members only.
