I am planning to create a discussion page on English Wikipedia soon. Please

It will be great if other language Wikipedia discuss and evaluate

Btw note that *The Economic Times *story headline is slightly misleading and

coverage they did on this.

*The Economic Times : Oral citations to be part of wikipedia entries*

 http://economictimes.indiatimes.com/tech/internet/oral-citations-to-be-part-of-wikipedia-entries/articleshow/9728638.cms

*When you set out to make the entire global knowledge base freely
accessible , can you leave out subjects that find very little mention in
print? The question posed by Bangalore based researcher Achal Prabhala,
has kicked off a debate among Wikipedia editors, the volunteers behind
world's largest encyclopedia . The collaborative online encyclopedia ,
supported by the non-profit Wikimedia Foundation, has over 19 million
articles written by about 90,000 editors across the world. Achal began
working on the problem in January 2011 and carried out a project called the
Oral Citations to find ways to increase local language entries into
Wikipedia . At the crux of the problem is the lack of printed material in
local languages and for topics related to indigenous culture. Editors find
it difficult to add articles because of the lack of citable material. *
 *
 *
*Right now, the online encyclopedia relies heavily on published
material like newspapers , journals and magazines for citations . However,
when it comes to vernaculars , there is very little published material
available and editors often find a huge amount of knowledge being left out
defeating the entire objective of Wikipedia. Take for instance, Dabba Kali,
a traditional game played in North Kerala is finds very little or almost no
reference in citable sources. But that's also an important part of
culture, says Achal. The sum of human knowledge is far greater than the
sum of printed knowledge , he argues. Of late, the Wikimedia foundation
 has
been trying to make its projects more global. While this is relatively easy
in developed countries with better infrastructure which generate a lot of
citable material, the problem in developing and underdeveloped countries
 are
 acute. *
 *
 *
 * Germany, whose entire population is a fraction of India's online
population has a massive footprint on Wikipedia. While a country like India
is behind. Why is that? asks Achal. Because there is a lot more published
material which can be used for citations out there... maybe, because the
people who made the project largely were from the Anglo European or
 Japanese
world, there has been a conflation of the sum of human knowledge and sum of
printed knowledge, says Achal who mainly works on intellectual property
issues related to medicine. With Shiju Alex, a Malayalam Wikipedian ,
Mayur, one of the top 20 global contributors to the encyclopedia and Mohau
Monaledi, a software developer from South Africa, Achal set out to find
how easy it is to create original articles that discuss things that have
 not
been discussed before and are particular to a linguistic culture. We found
that the citation rules are a huge problem. What do you do when the largest
university library in South Africa has only 80 books in Sepedi, a South
African language spoken by five million people ? Of that, most are bibles
and dictionaries and fiction and poetry which is not good for citations,
 he
says. The situation is no different for Malayalam or

 Hi all,

I appreciate the transparent, detailed and professional planning of

 planning earlier.

For those who don't know, I am a Tamil Wikimedian since 2005 with 20,000+
edits. My major interest lies in outreach and policy decisions concerning
 Tamil Wikimedia projects.

 http://toolserver.org/~quentinv57/sulinfo/Ravidreams

Am I qualified to express my opinions now ? ;)

 I have two major concerns:

 1. The overall budget. It is huge even if we get 100% commercial
sponsorship. We could do more useful things with this budget.

 2. The amount of money that is being granted from the foundation.

Given the indication that this may be an annual event, here are my ideas on
*how a WikiConference shall be arranged. *

 * WikiConference need not be an annual event.

 * It should be planned well in advance ( a year in advance at least to
allow time for planning and fund-raising )

 * Let's not have an ambitious plan and wonder for funding. We should have a
realistic estimate for non-grant funding and plan accordingly. *Bidding
city / community should show guarantee to meet at least half the budget by
means of commercial sponsors and other revenue sources.* If they cannot
provide this guarantee, they should revise the budget.

 * Tie up with local universities / academic institutions for free venue /
dorms and look for the dates when these can be available. WikiConference is
a media event and I am sure there will be many hosting partners for a brand
like Wikipedia. If we can convince schools to run campus ambassador programs
why not they be convinced to host this?

 * Need not be a 3 day event. Even a 1 or 2 day event will be good. (will
cut down logistics, accommodation costs) .

*What if this is 2001 with no WMF and grants? How will we plan and
 organize?*

*This is not a corporate conference to have 100% professional and rocking
experience at any cost. This is a community conference and that spirit
 should be kept. *

*Here are some ways to minimise expense and generate revenue:*

 * We are getting lakhs of eyeballs for sponsorship / participation
announcement and they all land in WikiConference India home page. But
 http://meta.wikimedia.org/wiki/WikiConference_India_2011/Sponsorship has
no info and I couldn't find sponsorship related info anywhere else. This
should be the highlighted info in conference homepage asking for sponsors.

 * Why not convert the conference itself into a fund-raiser? Open a donation
booth. Have an agreement with chapter / foundation to get 50% donations for
conference expenses and donate the rest to the movement. Can we place a
banner of this budget in the conference venue? Will our expenses be
justified to a common man? Will people be motivated to donate? If not, we
are doing something the wrong way.

 * Registration cost should be at least 300 INR per day. ( The current
budget allots 200 INR plus per day for food alone). The value of the
conference is in the knowledge they gain and not in the goodies we give.
Meritorious candidates can apply for sponsorships. We don't need a crowd.
The local crowd may come and forget it as yet another event. The prime focus
should be to bring together best minds already active in Wikimedia at one
place. The attendees party can be free for scholarship recipients but others
can pay. If you compare that a movie going experience in Mumbai should cost
at least 200 INR per head, we need not feel shy to charge where it is due.

 * Sell Wikipedia souvenirs including T-Shirts, mugs etc.,. Or give them as
a freebie when people make large donations.

 * If we can make the event a two-day conference, we can cut down logistics
and accommodation costs. Even an international event like Wikimania has some
less quality presentations. Have four tracks: Language Wikipedia projects,
English Wikipedia, Tech and General. ( I found only two seminar rooms in the
budget and assume only 2 or 3 tracks) Have only the best papers and move the
 rest to lighting talks.

Personally, I am not so happy with some of the ways WMF, chapters are
spending the donated money and I know there are more people feeling this
way. If even regular Wikipedians feel like this, we should be more
responsible in how we project ourselves for the public. I have been a
regular donor to WMF but will reconsider from this year on. A good idea will
be to apply to join the grants committee or take part in the discussions
there. So, this is nothing personal against WikiConference India.

Personally, I have experiences running a whole day blog camp for

an Internet messaging system similar to a regular chat room. It's very
simple to use and you can join in by clicking on the following link:

The main agenda items are to give an update on India Programs - and also
for Nitika and Shiju to introduce themselves, and for you to get to know
them better. For those who missed the earlier mail exchanges on this,
Nitika Tandon and Shiju Alex have joined the Wikimedia Foundation's team in
India. (Nitika has already started and Shiju will be starting shortly.)
I'm really excited about the additions to the team and I invite you to come
join us tomorrow night to welcome them aboard!

Hope to see many, many of you tomorrow.

[Wikimediaindia-l] WMF, India Office and Chapter - Update

2011-08-25 Thread Gautam John
Dear All:

We have instituted a monthly call between the India Chapter and the
Wikimedia Foundation. Members of the Chapter EC, Hisham and Asaf Bartov
(who heads up Global South Relationships at the Foundation) will participate
in this call. The objective of the call is to share information and improve
collaboration between the Chapter and the Foundation on various Wikimedia
projects of relevance to India. We had the first one on Aug 24, 2011, and
here's a quick update.

*Chapter Update*

   - 30 persons attended the workshop on Copyright and Open Licensing
conducted on 30th July 2011 in Bangalore, which was well received.
   http://wiki.wikimedia.in/Events/Copyright_and_Open_Licensing_SeminarPlan
   - Plan to conduct 1st WikiAcademy with the Department of Public
Libraries, Karnataka for their senior Library professionals on 12 Sep 2011.
   - Membership currently stands at ~80
   - Participation from community on some projects but the response is below
expectations. Chapter hopes that the response will improve as more
activities are taken up by Chapter in the near future.
   - AGM will be conducted on September 24 2011. Elections process for EC
   vacancies has been initiated.
   - Process for applying for FCRA prior permission has been actioned with
necessary steps being taken with local banks, consultants and the WMF. The
bank account required for FCRA is ready. The draft of letter from WMF will
be finalized in a week by Chapter Accountant and Advisor (another
prerequisite) and then FCRA application will be submitted. 3-4 months are
required for approval by Home Ministry, Government of India.

*Foundation Update*

   - Education Program is doing well from a numbers perspective - with more
than 1000 students involved. However, there is a great deal of effort
required to continue to support and enable and motivate these students.
Additional Campus Ambassadors are being selected from the participating
institutions. Hisham requested that everyone reach out and be encouraging
to the Campus Ambassadors, students and teachers.
   - 2 new staff members selected; Nitika has joined Shiju will be joining
   by October
   - Initial conversations were being sought with leading mobile companies
   to explore Wikipedia on mobile
   - Independent public trust to be set up hopefully by next week, followed
by FCRA prior permission and other approvals required for tax exemption,
   etc.

*Collaboration on future projects*

Some requests from colleges to participate in campus ambassador like program
were received by the chapter and Hisham. Hisham said that till the ongoing
program is stable, he will not be able to roll it to other cities. He
suggested that colleges can get started by forming student clubs and
Foundation staff are providing necessary information and assistance for the
same. He also requested Chapter EC to extend their support for the same.

Chapter seeks active involvement in the elections and looks to grow its
membership base and expand it's reach in encouraging the use
and contributions to the Wikimedia movement in India.

Thank you.

Best,

Gautam
