Can this be clearly specified in the report?  That is more helpful than
simply "supported".  For instance, when you say "Supported the community to
get a venue in Guwahati University", it would help us understand more if
you could tell us how.

I agree it's not possible to do that, but it is entirely possible to list
out the work done in specific.  This enhances our accountability and
transparency towards the community.

Fact: Nitika is a paid employee of the WMF India Programs and is not a
chapter/community volunteer.

By a matter of principle, chapter and community volunteers are just...
volunteers.  Paid consultants are hired to executive specific programs, and
hence the results of their work and reports should be presented with
clarity.  Simply "supporting" something does not clarify the extent of
their involvement.

I don't think it's a good idea to separate the chapter and the community.
 The chapter is a membership-based organization and by definition an
umbrella organization which represents the community.  There is no reason
for differentiation as long as it is volunteer work done by a chapter
member.

Even though the possibility of interfacing each other is high for different
entities and groups of volunteers working in India, there is a need for
differentiation and it is a question which cannot be avoided.  The
volunteers who work on their pet-projects while not being associated with
any of the entities are not expected to be as accountable as (i) the
chapter which receives or may receive grants from the Wikimedia Foundation
and donations from individuals and organizations in the country AND (ii)
the WMF India Programs which is run by multiple paid consultants.

So I don't see why we shouldn't care about differentiation, or why it may
be an undesirable thing to want to differentiate.  Ultimately we all want
results, yes, but we also need to understand causality because there are
significant amount of funds involved.  We need to differentiate because
there are different degrees of accountability involved both with the
chapter, the WMF India Programs and the volunteer who works with a grant.

The only reason I requested this was so that there is a distinction and one arm 
does not claim credit for what the other is doing. If we have a separate 
chapter and India Programs (IP), there must be separate accountability. In 
practice, Chapter and IP may be working together, which is fantastic, but the 
report should then give details on who did what for there to be transparency.

Today we have both the Chapter and IP. Tomorrow, things may change. The 
foundation has not said that IP is here to stay, if tomorrow we dont have 
support from IP, the community/chapter should be prepared for that eventuality. 
Eg. if it is IP doing all the donkey work, we will understand where the chapter 
needs to ramp itself up. On the other hand, if the chapter/community is 
managing most of the outreach by itself and IP is concentrating on other 
things, that too must be underlined.

Hisham: IP has taken initiatives that need to be commended as well. For eg. 
Virtual Outreach via Google Hangout is Nitikas initiative.

Let us take the case of the Trichy event, the request came to a community
member Rsrikanth to the chapter. Nitika was actively involved along with me
and Naveen. The chapter signed the MoU and supplied some goodies. Nitika

members.

Nothing is conducted solely by India Program - and hence I said "supported."  
Everything is conducted by the community - sometimes under the aegis of the 
Chapter and sometimes independently.  The support that we have provided varies 
- from getting the actual event fixed up to providing presentation material to 
interested community members to participating in these events.

I am not sure about the technical details of the
project. Santhosh, Shreyas, Junaid, or some one else involved in this
project can clarify this.

What I felt is, the reader (here a Medianama employee) tried to search some
article in Kannada wikipedia using Kannada transliteration scheme. He
didn't got the desired results. This might have happened due to two reasons

   - the articles he searched might not be there in kananda wikipedia
   - the typing scheme he tried was different


If we can enhance the typing tool as per the requirement of reader then
that would be nice.

Correct me if am wrong, this is not due to the transliteration, it might
occur for any Indic / language text which is entered through more than one
keystrore(which might include Inscript as well) due to the nature of
algorithm used for instant search?. Somewhat relevant post by Santhosh

means it was a chapter outreach session which India Programs may have supported

India Programs and those conducted by Community/Chapter but supported by India 
Programs, giving details on how you supported them? Likewise, if the chapter 
supports an India Programs initiative, it must mention in its report that it 
was a supportive role and not a chapter event.

As things stand, both the Chapter and India Programs will put in a report 
stating they conducted x events, which will overlap with one and other, thus 
not giving a clear picture of who conducted how many events.

Typing scheme for Transliteration is an issue (for readers) since there is
no standard transliteration scheme for any language. For editors it is not
an issue since they use that in wiki. Providing *help link* to typing
schemes (transliteration/Inscript or other schemes) once a scheme is
selected can be one solution. But the issue here is live.wikimedia is meant
for readers. So they may not really like to go and understand the typing
scheme. So it is a tricky situation.

In addition to the existing typing schemes we can think about providing
more typing schemes to readers (including the google transliteration
option, but not sure that is viable since it is not open source ).

*However, we got accurate results with the Hindi Inscript input option.*


since Inscript uses same layout for all indic scripts if Inscript solution
works for Hindi then it work for all other indic languages including
Kannada.

Pradeep's lament is an unrecognised truth of GLAM. The feeling is
everywhere. The problem is that we do not realise that unless one is
already an afficianado, bare objects (whether they are trees in a garden or
objects in a museum) are "dumb" to a person. We need human intervention, a
story-teller, a person who brings these objects to life, who tells us how
they affect us, our interests and our situation in life.

So whether it is a trip by the nature-club to our campus wetlands, or
visitors coming to the museum I curate, I see my role as an "interpreter".
This is a concept not widely known but developed by the American National
Parks Service in the fifties.

An object as inherently interesting as a [[katana]] is there on the stand
in our museum, within reach but dumb - an amber coloured handle with brown
leather encompassing its blade, reposing unobtrusively on its stand. By
itself it only says here is a sword. If I were not there,the visitor moves
on unperturbed, to be forgotten when they view the next object, and so on
in its turn.

But when I encourage the visitor to reach out, unsheath it, the sword
begins to come alive to them as a potent weapon of war. Their interest is
aroused.  Now is the time to highlight the sword as an object of technical
excellence.  The description of the exquisite unmatched sword-making
technique of the Japanese which made it one of the finest swords in
existence, fuels their appetite. I tell them of the sharpness of the edge
(it is now safe and blunt) - so sharp, it can slice apart a silk
handkerchief drifting down onto it. They see the brilliant surface, now
parti-rusted and ask them to hold it in the position horizontal at face
level, where they can see the enemy behind. They understand that the sword
is hard, sharp and tough, all at once, and it can slice a man in half from
head to groin.

The sword comes into context when I tell them it was carried by an officer
of the Empire of Japan in World War II. He would have been a proud samurai
warrior - the head of the family the sword belonged to and the sword itself
handed from generation to generation to the eldest or senior-most in
succession. He would have come to Burma in World War II in 1941 as part of
an invading army from which the British and Indians fled. The Japanese were
merciless to their captives - they themselves preferred death to dishonour
or surrender. They tortured their prisoners and bayonetted them for
pleasure or training. This sword itself may have beheaded many a hapless
prisoner.

The Indian Army's counter-offensive in 1944-45 was merciless and crushing.
Less than 100 of the 5 lakh Japanese who invaded Burma returned to Japan.
The sword was picked up off the body of the officer by a JCO who attempted
to appropriate the sword for himself. It was confiscated by the company
commander Maj RM Rau and presented to the Museum.

For the Japanese family, the loss of the heirloom was as great as a
disaster as the loss of its wielder. The family sword alongwith the samurai
armour was as much part of the family shrine as the Buddha statue. Its loss
in an alien land was a catastrophe. The sword was thus a symbol of tragedy
- to its former owners and the luckless who were its victims. It is also a
metaphor for how a value-neutral technology is misused for man's warlike
purposes.

After such an encounter with a museum object where the uniqueness,
marvellousness, history and symbolism are all brought out to the visitor,
the sword is imprinted in the visitor's mind. Years after they have visited
my museum, they have told me how they remembered the samurai sword that I
showed them.

Thanks for the link, srik.lak! But from reading that post, certain alarming
questions arise.

What exactly is Wikipedia Education Programs? How does it work? Does it
provide a private workspace to EP participants in Wikipedia completely
invisible to other editors? Why are sock-puppets encouraged? What elevated
permissions are being provided to EP members? Will the community be able to
transparently oversee content introductions by Education Programs?

The event was video-graphed by Pad.ma and the video of the event is now 
available here. The video has been uploaded under a CC-BY-SA license and will 
be uploaded on Commons as well in the next few days.

Apologies in the delay in providing this link, Pad.ma were restructuring their 
website.

We hope that through this video, those new to CC licensing and wanting to 
understand it will have something to help them.

[Wikimediaindia-l] Open GLAM Serbia conference report

Dear all,

This is a slightly belated update of my experience at the Open GLAM
conference in Serbia on 24-25th February. Held in Belgrade, the conference
was one of the best events I've attended in terms of hospitality. I had a
great time and thank the organizers WM-Serbia for taking special care of
all of us.

*Highlights: *
Regarding the conference, although it was more concentrated on local
language programs, we had a few sessions in English where all of us
presented on perspectives and on going GLAM projects in our respective
countries. One of the key questions of the Serbian community was *how to
kick start their first project*. During the internal meeting on the second
day we discussed these questions in detail. I presented on the role of
outreach as crucial to GLAM developments and how  a systematic approach is
needed while working with or contacting GLAMs in bureaucratic setups. We've
learnt that many institutions are already approaching them for talks.

It was great to hear Adrienne and Cristina talk about their projects which
concentrated on a variety of things including *minor language* communities,
institutional collaborations in *WikiAfrica*, training for GLAM volunteers.
We had wonderful conversations with Mile, Milos and Philip about their own
community, how things are working, the need for more volunteers.

You can find my presentation at the conference Wiki on Outreach and I have
pledged full support and help in terms of documentation, sharing best
practices and community building tips. Just to make a* link to the
Amsterdam GLAMcamp*, we realized that only reaching out to cultural
institutions and getting them to understand how GLAM works maybe a one time
challenge, but it is essential to maintain community support and interest
if we want to deliver results. There were presentations by Orsoya, Jan and
talks with Kirill, hopefully summaries and translations of which exist on
the wiki.

A big thanks to Asaf for facilitating things, Mile and Ivan for impeccable
hospitality and warmth, and all my fellow participants for the stories
shared over Rakija. :)

*It looks like Wikimedia India has implemented a project by engineering
student Shrey Gokani to roll out an instant search engine of its own at
live.wikimedia.in. The site is under a creative commons license, with the
code dual licensed under GPL and Creative Commons. The Wikimedia Instant
site does appear to have additional functionality over Gokani’s version,
with the ability to choose an Indic Input keyboard, since the service
supports Indic language editions of Wikimedia services.

The search engine works quite similar to Wikilive, another student project
about which, we had written in November 2011. And similar to what we had
wished, Wikimedia Live also covers Wikipedia, Wikitionary, Wikibooks,
Wikiquotes, Wikiversity, Wikinews and Wikisource, and their Indic editions,
in realtime. The site also offers other relevant Wikipedia search results
on the top, followed by a preview of the most relevant Wikipedia article to
the search query.


Indic Language Support: The site allows users to type in queries in 21
Indic languages including Kannada, Hindi, Telugu, Marathi, Sanskrit, Bangla
and others. How it works is that the search engine allows the user to
choose the language of his preference, following which he has to choose an
input script which is apt for his language. For instance, if one chooses
Kannada as his preferred language, he has to choose between the Kannada
transliteration option or choose the Kannada Inscript option, however if
you choose Hindi as your preferred language, you will have to select the
sole Hindi Inscript option.

Irrelevant Results? We weren’t too happy with results generated through
Indic language transliteration input, since it delivered wrong results in
most cases when we gave it a spin (we tried it on OS X Lion on Google
Chrome). We hope that Wikimedia works on delivering better transliteration
support or improving the results for Indic languages. However, we got
accurate results with the Hindi Inscript input option.

Similar Portals: Deepanshu Mehndiratta, a second year engineering student
at BITS-Pilani KK Birla Goa Campus, had created an instant Wikipedia search
called ‘Wikilive‘ which allowed users to type in a search query and get
relevant Wikipedia article and topics instantly. WikiInstant and The
Instant Wiki are other portals which allow users to search Wikipedia in
realtime. *
