Hi everyone,

Andre, It is really good to see a major transformation in recent years.
Since I am part of this transformation, I can say that it is already really
going in a very good direction. But few things to note:

1. *Lack of staff*: WMF's Developer Advocacy has 6 staff for the globe. I
had a recent experience with Google India's Developer Relations team. They
had 5-8 members, just for a single county. I know comparison should have
other factors as well but the gap is too far. Even Mozilla is outnumbering
us. Another thing that I also noticed is that some WMF staff are part of
multiple teams.

2. *No Wikimedia outreach program*: As far as I know WMF does not run its
own outreach program. We are/were the only participant organization in
various programs like Outreachy, Google Summer of Code, and Google Code-In.
Wikimedia itself is a big name so we can attract many students with
Wikimedia internship certificates without any stipend expenses.

3. *No partnership with the external organization*: As far as I know WMF
did not collaborate with external organizations regarding technical
partnerships and campaigns. Last year, two profit organizations, Intel and
DigitalOcean, organized Hacktoberfest, an amazing month of open source
love. They got 294,451 accept pull requests for open source projects.
Profit organizations are running campaigns for open source software but we
can't. (I know they have an advertisement factor but the point is open
source campaigns). Why can't we?

I am not blaming anything on the current Developer Advocacy team. I worked
with many members very closely as a volunteer. They are already working to
their full capacity. But upper management has to break the glass.
Otherwise, we will just fix/mingle with current problems within a single
bubble.

reconsider the eligibility criteria for “developers” and technical
contributors, as the previous criteria do not make sense any longer and

I'm very happy to announce that the Affiliations Committee has recognized
[1] Indic MediaWiki Developers User Group [2] as a Wikimedia User Group.
The group aims to provide technical support to Indic Wikimedia projects and
community members"; technical support is provided in the areas of
user-scripts, gadgets, tools, extensions, Lua modules, templates, MediaWiki
core etc. On-Wiki support is the predominant focus of the group, however,
outreach activities are also taken up from time to time, such as MediaWiki
training, mentoring Google Summer of Code students etc.

India Hackathon 2020 (IH2020) will take place on 27 - 29 March 2020. India
Hackathon 2020 will be a 3 (three) days residential hackathon where topics
related to MediaWiki, Toolforge will be taken place. Earlier Mediawiki
Training iterations were conducted in 2015, 2016, 2017, 2018 & 2019. This
year we have a plan for a hackathon.

[Wikitech-l] Developer account creation - Way forward

Hi, I am voluntarily working with CIS to conduct various MediaWiki Traning
programmes in Indian Universities.[1] We have already conducted two
training programmes. Now the third iteration of the MediaWiki Traning
programme is planned for 21 May 2019 at Christ University.[2] But due to
being Developer account creation temporarily disabled[3], New contributor
will not able to create the account. So what should be way forward? Should
we postpone the event or account creation will available before the 21 May

Account creation rights may be an option? But I am not sure it works on
Wikitech.

trivial tasks, sometimes my patch does not merge even after 6 months has
passed. Recently I have Abandoned my some patches due to be not merged
after 6 months has passed.[1][2]
* Recently there are many tasks created on phab to Archive the
extensions. Those
extensions have not maintained in the last 5 years.
* And also We have lack of peoples for reviewing those extension's patches,
which have not deployed on Wikimedia or any other big wiki.

== Potential Solution ==
The potential solution is to create a new group on the Gerrit with +2
rights. This group will manage those extensions which have not maintained
by the owner in last 1 year (if not, Maybe 2 years). This will save the
extension from being unmaintained. There are many users who have good
knowledge and They review patches like Mainframe98,[3] MGChecker,  and
others.

So my question is why does we not create this type of group? so that users
can managed those extensions which have not maintained in last 1 year.
