OK, so how is airspace measured? Is it 3-imensional? Maybe we can claim that 500ft above sea level is unserved airspace, and does not have a Census block associated with it since its airspace, and qualify the entire US for WISPs :-) By the way... what is the census block for their network? I'd argue it would get disqualified if it does not have one. Unless they took the Flight's paths, and took all census blocks underneight the paths.
