I am wondering if that would be true for companies that haven't even built
out yet.
Also, because they have received funding before they may choose not to fund
them again unless they have already completed a successful network.  It may
actually be that they fund everyone else first so that other companies get
an opportunity to compete.  Just my .02 cents.

I guess we just have to wait and see with the NTIA decides.

Yes but, there will likely be a priority given to applicants that are 
previous RUS Loan recipients.
When they have had loans in 17 states, that could translate to first dibs on

I was wondering how products made in Israel could be approved for a "Buy 
American" program. Looks like it takes a "Trade Agreement" and the 
ability to "pull teeth". What a concept.

band, but any .16e system uses 5 MHz channels. Not sure how one scales
when only a single channel can fit the owned allocation. I assume
they'll have to overlay 3.65 GHz all over the place.
