I am wondering if that would be true for companies that haven't even built out yet. Also, because they have received funding before they may choose not to fund them again unless they have already completed a successful network. It may actually be that they fund everyone else first so that other companies get an opportunity to compete. Just my .02 cents.
I guess we just have to wait and see with the NTIA decides.
