It looks like your components do not have key paths. Are you getting

Can you post a verbose log (msiexec /l*v)? Installing on Windows
Server 2003, or a later version? Any further information you could
provide to narrow it down would be helpful.

The MSI completes with a line in the add/remove programs but the application 
pools are not created in the IIS metabase.

that the I don't have a RecycleTime element anymore
