Quite possible, I really don't know that CA well at all. It looks odd to me
anyway, don't know why that would be a child element instead of just an
attribute. Anyway, any error messages or anything?

I haven't worked with these extensions really, but judging from the
documentation (
http://wix.sourceforge.net/manual-wix2/wix_xsd_webapppool.htm ) the child
RecycleTime element is required. Have you tried specifying that?

Off-topic: I don't suppose you happen to be the Pierson Lee that I knew
back in high school are you...?
