Any Installer message that comes from the system itself and not from your installer package will appear in the language of the operating system. Which are the messages/dialog where you see this. Some texts may be coming from the operating system or MSI engine. I've built some MSIs and they seem to all have certain messages that always appear in German. I have used the English localization file, and almost all the text in the installer is English, but some messages are still German.
