I fixed it eventually by just uninstallinf FF and never using it again:
I run Chromium and Vivaldi, and FF can take a hike.

Didn't work. Debian web browser is not a selection.

I found three different locations for x-www.browser:

/etc/alternatives
/usr/bin
/var/lib/dpkg/alternatives

It is my guess that some of these are leftovers from prior versions of 
ubuntu. I tried changing the precedence for starting FF in those files 
where it is listed, to no avail.


Web searches were not helpful nor was a perusal of FF settings accessed 
thru the URL entry bar with about:config.


Only way to keep FF from grabbing control that I have found is 
uninstall. Since I've been having other problems with FF, looks like 
Peter is correct: DUMP FF.

I have found that Palemoon does a better job than FF.

There is a ppa for deb files, but I cannot remember the URL.
