It is very inaccessible.

I use Google Chrome to open pdf files. It works very good for me.
Press Shift+F10 on the file name and open it using 'Open With' menu in
any web browser of your choice.

CSR stands for Commentary Screen Reader. This is another alternative to
Talkback developed by some Chinese guys. What I know is that this is a
paid software and comes with many advanced features surpassing Talkback.
What holds me back though is its non-availability on playstore.

I don't think so. People who have not activated their select to speak are able
to use the OCR feature, especially on images and some unlabelled buttons.
Android OS being a part of open source regime, you never know which phones have
what additional features.
