I don't know the rules. But you have written contradictory statements.
You say the rule is " the scribe should not be more than graduation",
if that is the case you can take any person who has completed
graduation.
I think the minimum eligibility for writing civils is graduation. So

got a letter asking her to fill in all the details of a scribe for the
examination. The letter only mentions that the eligibility of the
