Much depends on your budget. Ddedicated blindness scanning programs such as
the Kurzweil 1000 and Openbook are accurate since they use multiple OCR(s).
If you cannot spend on them then go for Abbyy Fine Reader or Omnipage 17 or
18. It does not matter which you choose. Try a sample page and see
