Good news and bad news
Good: pci=noacpi system boots
Bad: acpi=off hangs at initializing hardware
Worse: no option/pci=routeirq hangs earlier

The screen capture of the failure in comment #15 is in acpi=off mode.
ACPI had nothing to do with PCI guessing IRQ10 for USB.
