User space symptom: problems with using the /dev/ttyS3 port,
just like when serial driver is using wrong IRQ. No traffic, long delays, etc.
"setserial /dev/ttyS3" shows correct

More background: In this particular case ports are intentionally
configured in BIOS settings to use
ttyS0: port 0x3f8, IRQ 4
ttyS1: port 0x2f8, IRQ 3

The problem symptom is that a user-space program fails to communicate with the
serial port if ACPI is allowed to route IRQs.
