If you want to delegate the rights to manage the stuff handled with AD S&S
you need to delegate the "manage replication topology" to the right group.
Site management is a task performed at forest level so delegating this right
means delegating the rights for the complete forest.

One of the things to keep in mind is not to export *all* fields in the
LDIFDE export...there's a lot of "extra" information that will cause it to
fail on import to a different domain.
Here's an example of an LDIFDE export command I've used when exporting from
my production AD to a test lab:
