Yes you need to run them both.Just run
adprep/forestprep on the Schema Master, and then again on the Infrastructure Master.
Unless they are not moved, the first DC in
place will assume those roles.

Does your monitoring software monitor
services? If not, I would use or get a tool that does.
It could be a service malfunctioning
(memory leak, etc.) thats causing the server to hang.
You can also use a security port scanning tool
to see which ports are open and responding.

over-privileged admins is the same problem we have with organizations that make
all of their users admins on their local machines--that of over-privileged
users being targets for malware that take advantage of their privileges to do
nasty
