you patch it, Windows Installer on the target should detect the patch and only
run the patch code.

My understanding of how the patch mechanism works in Windows Installer is that
if it get the redeploy and it detects that it was patched, it should only
execute the code to install
Are you asking how to deploy the patch
with a GPO, if you originally deployed the SAV msi using a GPO? Or are you
saying you want to send the msp file as an msi?

The standard routine is to apply the .msp patch file to the
MSI package share that you used to deploy the app via GP. Hopefully you created
an admin install to do the initial install. Then you can use msiexec to apply
the patch file and then issue a Re-deploy on the package in the
GPO.
Reinstall the msi using the new
msp.
