Are you scripting creation of accounts? If so, then take a
look at http://cwashington.netreach.net/depo/view.asp?Index=360&ScriptType=vbscript for
something which you can call from your script to set
permissions.

Shelling cacls is by far the easiest. You could do some ADSI permission magic,
but, that's a nightmare (as-is Win32 ACL fun).
