On my two FILE devclass storage pools I am starting to get lots of these:
19-07-2014 21:51:32 ANR3247W Process 44 skipped 1 files on volume
S:\TSMDATA\STAGE_FILE\FSP0102.DSM because of pending fragments.
A MOVE DATA generates these entries:

It is ready for you to bring it back from your vault.
If you are running DRM to do your vaulting, it will come back the next
time you run MOVE DRMEDIA.

We used to use a Reuse=0 on our main libraries also, but that got just a
little bit scary during
a DB restore, the data locations saved in the DB would NOT match
the physical locations on tape and that data effectively was lost in the
main pools.
When we've run out of scratch tapes in our main libraries, we'd do an
incremental DB backup followed by a Backup Volhist. Then set Reuse=0 un
daily and sent to the vault, so the pools are (almost) always in sync.

When a scratch tape is needed (and I think after the "normal" scratch tapes
have been used up)
the ones in the pending state (reusedelay=0) will be converted into
scratch.

Pending vol
A change in the reuse delay setting will not effect tapes that are already
in pending state. If you need the tapes back immediately, you could delete
the volume.

Remember that: If you have REUSEDELAY set to 7, you are preserving the
validity/usability of 7 DB backups volumes (assuming 1 generation a day).
The DB backup tracks where the files are. When a reclamation is done, the
data is not moved... it is copied. When you force a pending volume to

server performs hourly housekeeping checks, every 60 minutes
from when the server started, and Pending volumes whose REUsedelay
is found to be excee
Check for message ANR1341I in the Activity Log. Based on the times in our
log, it appears to be an hourly check that is done.
Eg. Tape becomes pending on Oct 25 at 12:05, becomes Scratch on Nov 1 at
12:54 - reuse delay set to 7 days.

The difference between "pending" and other states (full or filling)
is that the pending volume is empty (all its' data content is expired) but
the volume is being held for the number of days specified by the
"reusedelay' parameter of the storage pool def
Pending means it is empty, and the duration of the pending status, before changing to
empty, is decided by the setting of reusedelay. The purpose of this is to retain
volumes for a fixed set of time in case you need to get files from them.
