I tried sending a request setting 25-34 and 35-44 to be targeted only using BiddableAdGroupCriterion, but I found all of the other age ranges are enabled as well. So I found that they are all default targeted and this cannot be changed by https://developers.google.com/adwords/api/docs/reference
